The people in a faction you are not supposed to touch. Hurting or hauling one off turns the whole faction against you, patching them up wipes the slate clean, and once a faction has gone hostile they are the only ones who will still talk to you.

Diplomatic Status is a flag attached to a character. The game's own description is one sentence: this is a person of diplomatic importance, and anyone who attacks him is in serious trouble with his faction. Nothing in that is wrong, but it leaves out more than it says.

The flag itself does not move the relations bar

The wiki is precise about this. What decides how far relations drop when you hit someone, or rise when you save them, is a separate FCS field called Faction Importance. Characters with Diplomatic Status usually have that field maxed at 100 (Emperor Tengu, Holy Lord Phoenix and Esata all do), which is why the two look like one thing.

The exception is easy to see. Moll of the Flotsam Ninjas carries the same flag with a Faction Importance of 1, so hurting or healing him barely registers. Seeing "has Diplomatic Status" does not by itself mean untouchable — what matters is how much weight the character carries inside the faction.

Three things you will actually run into

Once a faction is hostile, they are the only ones who talk

When a faction turns hostile towards you, characters with Diplomatic Status are the only members left who can be spoken to. That is what makes the Pacifier route possible: UC Pacifiers, Traders Guild Pacifiers and the Flotsam Ninja Pacifier all carry the flag, which is why you can pay one to wash the relationship back to neutral.

Ranged weapons ignore your orders

Crossbowmen and turrets will simply refuse the order to shoot at such a target. The immunity lifts only if the target attacked you first, through a dialogue effect or an aggressive AI goal, and even then they stay last in the queue: as long as there is any other target on the field, ranged weapons will shoot that instead. The workaround is to line your shot up on a unit standing behind them.

Heal them and the past is erased

Because Faction Importance is usually pegged at 100, treating one of these characters cancels out the hostile acts you committed earlier and puts relations back at neutral. The wiki records the extreme version: you can capture Esata, run her through a peeler machine or leave her out in Venge under the orbital lasers, and as long as you bandage her afterwards she behaves as though none of it happened.

NoteAttacking a character with Diplomatic Status is legally Terrorism: 5,000 Cats of bounty and 200 hours wanted, the heaviest row in the Bounty and Crime table. The relationship is repairable. The bounty is not.

The bounty side is an unfinished feature

Every faction's bounty chief treats enemy-faction characters with Diplomatic Status as valid hand-in targets, even though no reward is attached to any of them. Holy Nation Inquisitors will take Arc, Mukai, every United Cities noble (Noble Hunters included), Shek Kingdom Pacifiers and Flotsam Ninjas. Run your relations with the United Cities down far enough and the Shek will take UC Pacifiers and nobles on the same terms.

Handing one in gives a reputation boost where conditions allow, no money at all, and the chief usually breaks: instead of putting the body in a cage he carries it around indefinitely. The wiki's reading is that the feature was never finished — the game simply treats any high-importance character of an enemy faction as a VIP to be captured, rather than assigning bounties one by one.

Killing one without paying for it

Acid rain will kill them, and it is not charged to you. Acid-immune leaders are the exception. If a World State needs somebody dead and you would rather not antagonise their faction, this is the method the wiki records.

The list

The wiki lists 34 entries across 13 factions. Two of them, Noble Hunter and Hive Trader, are unit types rather than named individuals.
