The 62nd ruler of the Holy Nation, held by the faithful to be the same soul as the first Phoenix reincarnating without interruption — and the most ruthless of the line.

The Holy Lord Phoenix is the head of state, high priest and mouthpiece of god for the Holy Nation. The current holder is the 62nd — the game text invariably calls him "Holy Lord Phoenix himself, praise be his name" — and he sits year-round in the throne room of the capital, Blister Hill, ringed by 14 High Paladins and his personal guard, the Protector of the Flame.

The first Phoenix

The title begins with a man who did not even leave a name behind.

In the late Second Empire, human religious movements were pushed into armed resistance by imperial repression, and a figure called the Phoenix rose to lead the uprising — his real name was lost long ago, and only the title survives[V1 0:16:15]. The religious version of the story is more dramatic: he appeared as the chosen of Okran, bearing holy fire, freed imprisoned humans and lit the rebellion, ultimately giving rise to the Holy Nation[V2 0:07:20]. Whatever historical content that story once held has long since been buried under several centuries of religious dogma.

NoteOne line of inference connects the first Phoenix's achievements to the birth of the Shek. As supporting evidence, the channel points to scripture describing his deeds as "saving the people from shackles and bestiality", and notes that "bestiality" is a jarring word choice — because Okranite believers specifically use "beast" for the Shek in dialogue, so that line of scripture may concern a reproductive incident involving the horned demons (the Okranite term for the Shek) rather than moral liberation in general[V3 0:07:10]. This is a textual reading and the game does not confirm it; the full hypothesis is set out in the The Holy Nation and Narko articles.

Reincarnation as succession law

The Holy Nation's law of succession is not bloodline but soul.

On his deathbed, the first Phoenix declared that his soul would be reborn in the body of the next firstborn male child[V1 0:16:15][V4 0:08:26]. From then on, each Phoenix was doctrinally not a new ruler but the same man waking again, and the succession law has run on that basis ever since[V4 0:08:26]. The 4th Phoenix took the idea to its limit in Birth Of The Phoenix, asserting that the Phoenix's soul is an extension of Okran himself and therefore innately pure and beyond corruption:

When the darkness befell mankind, our Benefactor sent us a guide; He created the Phoenix from his own essence. The Phoenix is not merely a man with a common soul; The Phoenix is an extension of the Lord. His soul is divinely pure, it cannot be corrupt; The Phoenix must always be the one guiding the wavering flames. No other can receive our Creator's instructions. — Birth Of The Phoenix, the 4th Holy Lord Phoenix

That sentence solves two problems at once: it makes the regime's legitimacy unquestionable, and it makes religious reform of any kind heretical by definition — because only the Phoenix can receive instruction from the creator.

But the system has a rarely mentioned side effect: since doctrine holds that the Phoenix reincarnates immediately into the next male child born, the entire nation's course could in principle be reversed wholesale because "a different kid came out"[V5 0:06:12]. The same dogma that guarantees the regime's stability also hands its direction to a lottery nobody can control.

Seen from the other side, this design — handing over power by ritual rather than by contest — has earned the Holy Nation a reputation as the most continuous of the three great powers: the heir is elevated from infancy, raised in isolation by the religious hierarchy, and power never has to pass through a seizure, so the regime does not fracture when a single leader falls[V6 0:13:06]. This is a commentator's view when comparing political systems, not something the game states.

TipDividing the Holy Nation's self-professed five thousand years by 62 generations gives an average reign of about 80.6 years, far above the normal lifespan in this wasteland. One explanation: although the Holy Nation is technologically backward overall, its medicine is unusually advanced — it is one of the few nations with doctors and surgeons, and the Phoenix's own personal effects include an Advanced First Aid Kit and an Advanced Splint Kit.

The most extreme of the line

Across the long lineage of Phoenixes, the 62nd is known for severity. He was raised in isolation from infancy and indoctrinated in a wholly closed environment[V5 0:05:39]; at 16 he was given the duty of judging his own family — he sentenced all of them to be purified by burning in the holy flame[V7 0:08:38], and has never gone soft on a judgement since. Nearly every lore video mentions this episode when introducing him, because it is the key to understanding every decision he later makes.

His two written works define the Holy Nation's present course: Holy Edict handles domestic policy, decreeing that women wearing jewellery without a guardian present should be whipped until repentant; The Holy Crusade calls the nation to brace for the campaign against the Shek Kingdom, on the grounds that centuries of Shek raiding can only be ended by removing the threat entirely. He has made the complete eradication of the Shek Kingdom his life mission, to end the war between them once and for all.

The wiki reckons the 62nd is likely the ruler who soundly defeated the Shek Kingdom and declared war on the United Cities. The Shek book King Shager's Reign records the same war from the other side: the Holy Nation's campaign drove the Shek raiders back, and King Shager, rather than pulling his forces in, doubled down on futile assaults — "the vengeful Shek fought fiercely to the death, but they were far outnumbered and their armies withered with no victory in sight." It ended with Esata cutting Shager down to stop her people from suiciding themselves into extinction. This Phoenix is enormously popular among ordinary people: many Holy Nation citizens will say bluntly that of all the Phoenixes, the 62nd is their favourite.

It is worth noting that the crusade he launched lit two fronts at once — against the Shek Kingdom and against the United Cities — and that virtually the entire present situation on the continent was created during this one man's reign[V5 0:05:39]. The destruction of Bast and the invasion of the United Cities likewise happened on his watch[V7 0:08:38][V8 0:06:55].

Militarily, he directly commands roughly 60% of Holy Nation forces as a strategic reserve. The rest is split between the two High Inquisitors, and not evenly: Valtena holds about 30% from the Okran's Shield barracks on the eastern border, while Seta holds about 10% from Stack in the south-west[V7 0:08:38][V8 0:06:55].

NoteThe Wrath of God is often described as an elite legion the Phoenix keeps for his strongest enemies. In game it is an event, not a standing formation: once the player kills or kidnaps the Phoenix, the Holy Nation launches this recurring assault on the player's outpost, roughly 80 troops in total, and it is led by High Inquisitor Seta rather than by the Phoenix.
TipThe individual-strength advantage of named Holy Nation units is fairly absurd. In one sandbox-fight video, the Phoenix, two High Inquisitors and the Protector of the Flame put down the entire named leadership of the United Cities[V9 0:06:10]. That is a simulated battle rather than anything that happens in game, but it illustrates the stat tier these few units sit on.

Dealing with the player

The bar for speaking to the Phoenix is very high: the player must be a human male with no robotic prosthetics and hold a Holy Nation relation of 75 or above. If the conditions are not met he replies only with "...", after which a High Paladin steps up to warn the visitor off.

Once they are met, he grants the unique Chalice Of Fire and opens the Holy Nation route questline. There are two target tracks — Moll, leader of the Flotsam Ninjas, and the Shek Kingdom — and either can be taken first, with only some dialogue differing. On the Shek track he advises taking Seto down first to enrage Esata, and if Flying Bull or Mukai are still standing afterwards he will ask for them too. Completing it earns the title Absolver of the Inferno. Each time a task is accepted he hands over a Holy Seal — an item that summons Paladins to your aid and sells for around 15,000 Cats — and there is no cap at all on how many you can be given, which makes it one of the most famous money exploits in the game.

TipHis way of greeting people is a forceful bear hug, and he carries a strong smell of vegetables — greenfruit is the Holy Nation's symbolic crop. When the player drags Longen, Lord of the Traders Guild, in front of him, he looks baffled and asks for the man to be taken away: "We don't want any part in your war."

If he dies

The Phoenix is the brain of the Holy Nation's command structure, and his death sets off a chain reaction at the world-state level.

First comes psychological collapse. Citizens mourn openly — "Lord Phoenix, why have you left us" — while the Shek verdict is notably cutting:

The weak Okranites are lost without their precious Phoenix. Amusing... Such panic and squabbling amongst themselves has ended up destroying their own capital before we could take it. — Esata

If the Phoenix, Seta and Valtena are all killed or captured, the regular Holy Army disappears entirely, replaced by the ragtag Strayed Paladins — a nation that once ruled a quarter of the continent scattered into armed vagrants.

NotePlayer choices produce diametrically opposite outcomes. If the player captures the Phoenix and then releases him, he treats it as a declaration of war and Holy Nation relations turn hostile immediately; but if the Phoenix is captured by a third party and rescued and released by the player, the Holy Nation is upgraded straight to ally — and unusually, this route ignores race and gender, so female or non-human characters count too. The single exception is having robotic prosthetics fitted, in which case nothing happens at all.

The Phoenix can be handed over to Esata of the Shek Kingdom (Holy Nation −75, Shek Kingdom +70, and Seto becomes recruitable if Shek relations are above 35) or to the Heft police chief of the United Cities (Holy Nation −75, United Cities +60), both for a bounty of about 100,000 Cats; or to the Flotsam Ninjas for +75 relations with them. Dropping Holy Nation relations by 75 points is a decision with no way back. One restriction worth knowing: he cannot be turned in to Esata at all if the player is allied with the Holy Nation, the United Cities, the Traders Guild or the Slave Traders.
