Supreme commander of the Holy Nation's southern line, holding both Stack and Bad Teeth; the forces he personally blocks outnumber the entire Shek Kingdom, yet the game files mark him as less important than an ordinary Inquisitor.
High Inquisitor Seta is a senior member of the Holy Nation's Inquisition who, together with High Inquisitor Valtena and Holy Lord Phoenix, forms the Holy Nation's high-command triangle. He is normally found in Stack.
Moll, leader of the Flotsam Ninjas, gives the most honest assessment in the game: do not underestimate the two High Inquisitors' hold on the Holy Nation, because they are probably smarter than the Phoenix himself — he was born into his role, while those two earned theirs with pure Okranite crazy and cunning.
What he is actually holding
Seta rules both Stack and Bad Teeth, and has built an entire defensive line running towards the Stenn Desert and the Border Zone. The forces under his command outnumber the whole of the Shek Kingdom — while he lives, the Shek could grind themselves down to demographic collapse and still never take Okran's Pride.
His stat line is remarkably even: Strength, Toughness, Dexterity, weapon skills, melee attack and defence, and ranged skills are all at 77–83, with Assassination at 40. His weakness is the same as that of most heavily armoured Holy Nation units — Dodge and Martial Arts at a mere 5–11.
His Paladin's Cross was made by the Catun Scrapmaster, which is faintly ironic: the Holy Nation is at war with the United Cities, the very power that produces Catun-grade weapons. One reading is that it reached him by a roundabout route through the neutral Traders Guild.

The Wrath of God
Once Holy Lord Phoenix has been defeated or abducted, the Holy Nation launches a sustained retaliation event, Wrath of God, and it is Seta who leads it.
You have committed the deepest of sins against Okran... spawn of Narko's own loins, I will destroy you and return peace to our blessed lands!
Its trigger radius is far larger than the map itself, which effectively means there is nowhere you can build a base to escape it. The event runs three waves, of 80 / 60 / 75 troops; when Seta takes the field he brings an escort of 5 Paladins and 3 Inquisitors.
After he falls
- Stack and Bad Teeth change hands: they go to the Shek Kingdom if Esata is alive; to Kral's Chosen if Esata is dead but Flying Bull lives; and if all three are dead, both towns are destroyed.
- Holy Army patrols in Okran's Gulf and Okran's Pride drop by 50% and 16% respectively, and Shek, Kral's Chosen and Berserker patrols immediately pour in.
- If Moll is alive and the other two Holy Nation leaders have also fallen, the Flotsam Ninjas take over Blister Hill and Rebirth.
The mourning line spoken by Holy Nation civilians is blunt: "Seta is gone, the border lies open to the demons."
A contradiction in the files
Seta's faction importance value in the FCS is only 4 — below Valtena's 50, and below even an ordinary Inquisitor.
One reading holds that the gap is precisely a measure of his effectiveness: because he keeps Kral's Chosen, the Berserkers, the Flotsam Ninjas and the bulk of the Shek forces outside the line, those factions are rare enough that even ownerless squads fail to spawn — his achievement expresses itself as the absence of other people. This is a community interpretation.
