A woman who bought a slave with no tongue and regrets it. She owns the unique recruit Ray — and if you kill her before buying him, he can never be recruited.

Bar fly is a character found in Eyesocket and in the Slave Markets of the South Wetlands, a member of the Empire Peasants. She matters for exactly one reason: she owns the unique recruit Ray.
What she bought
Bar fly sits in the bar lamenting the purchase. She bought a slave and then discovered he has no tongue — cut out by his previous owner — so he cannot speak. On top of that he is stubborn, lazy and feisty. She drinks and considers turning him into goat feed.
Aye, got no tongue, past owner cut it out. He can be a pretty feisty one so can't say I blame 'em for it. I can just picture the bastard givin' lip, probably woulda done the same myself... I tell ya, I need to make my money back somehow, don't care if I gotta make bonemeal outta the good-for-nothing meat sack.
The player can offer 1,000 Cats to take Ray off her hands, at which point he becomes a unique recruit.
One irreversible mistake
This is the line to remember:
Bar fly carries no weapon and has 5 in everything (Athletics 10, Science 0). She is a character anyone can drop with one punch — which is exactly why players so often kill her by accident while clearing a slave market or fighting the Slave Traders, and lose the slave for good.
Also worth noting: recruiting Ray lowers the player's relations with the Slave Traders by 5.
Two bar flies, one Ray
A Bar fly can spawn in both Eyesocket and the Slave Markets, and the dialogue to sell Ray stays available on both — even after you have already bought him.
But Ray only spawns once per playthrough. Paying the bar fly who does not actually have him gets you nothing.
