Headless Skeletons the Armour King captured in the Ashlands and reprogrammed. Their melee attack of 108 ties with Eyegore for the highest of any humanoid unit in the game — yet they cannot raise the alarm themselves, and will only stand there "watching" you.
Armour King's Thralls are the shop guards of the Armour King, standing inside his store in the Drowned Ruins at the bottom of the Wend river — the lost Second Empire town of Catch.
Where they came from
Linger in the shop long enough and the Armour King will start talking about them. His version goes like this: he captured these Thralls out of the Ashlands and reprogrammed them. And he adds, proudly, that despite their lack of heads they are very good at detecting thievery, because they have sound sensors in their hands.
Like their master, they belong to the Skeletons faction.
The Armour King is bluffing
There is one more small detail: although they "work" for the Armour King, they wear no armour at all — inside an armour shop.

An attack level of 108 is the highest of any humanoid unit in Kenshi, tied with Eyegore (whose 3 points of stat randomisation could put him slightly above or below). The wiki adds one more thing: that level is so high that, given a long enough fight, their attack could theoretically train itself up to around 550.
Their weapon is a Long Cleaver by Skeleton Smiths, at a one-third chance each of Mk I, Mk II and Mk III.
