Leader of the Flotsam Ninjas, who turned the women who escaped the Holy Nation into an army and deliberately built her sanctuary inside Cannibal country; she carries a 50,000-Cat bounty on her head.
Moll lives in the middle of Cannibal country, and that is a calculated choice.
"Nowhere in this world is safe. People are either trying to burn us at the stake or they're trying to eat us alive… But at least the cannibals are good for one thing: target practice."
Why here
She leads the Flotsam Ninjas from Flotsam Village in the Hidden Forest, with 3 Flotsam Jonin and 12 Flotsam Ninjas around her as bodyguards. Ask her why she built her sanctuary on Cannibal ground and the answer is entirely practical: precisely because the Cannibals roam in packs, no faction's power can reach in. For fugitives hunted by the Holy Nation, monsters are more reliable than people.
The wanted poster
The charge sheet Holy Lord Phoenix issued against her is long: blasphemy, treason, witchcraft, terrorism, murder, cannibalism, kidnapping, mind-control — and, wedged in among them, one more: "female independence". The document also advises the bearer to attack quickly and without warning, so as not to give her a chance to speak.
In her own words
She left two documents behind: Moll's Speech and Memo From Moll. The first answers the question her people keep putting to her — whether the fight is for nothing:
"The Holy Nation will eventually fall on its own, given enough time. Why? Simply because it neglects half of its own population… A society that denies half of its potential will eventually fall."
Asked whether she follows Narko, she first mocks the Holy Nation's doctrine, then points out that the Holy Nation is merely one religious possibility among many. She acknowledges that many of the ninjas who escaped still worship Okran, only a version of him without the division into good and evil — but for her personally, "it's all a load of crap".
Picking a side
Ask to join the Flotsam Ninjas' revolution and she will demand an oath of loyalty. This step is irreversible:
- Side with the Flotsam Ninjas: Flotsam Ninjas +75, The Holy Nation -75
- Side with Phoenix: The Holy Nation +50, Flotsam Ninjas -75
- Refuse to commit: she calls you a coward to your face
Try to recruit her and she simply laughs — she has an entire army to command. Once allied, she marks the locations of High Inquisitor Seta and High Inquisitor Valtena and gives an instruction: deal with those two first, then go for Phoenix; she also hands over a note that lets you call on Flotsam patrols of 4 or more for help. All three of the Holy Nation's leaders can be brought before her for disposal.

Her spread is lopsided: Strength in the mid-twenties is the one low figure on the whole sheet, while Toughness sits near ninety, every weapon skill lands in the 87–93 band, Dexterity clears a hundred and Stealth and Athletics go past 104. She dual-wields Ninja Blades; her armour is [Specialist] grade with a 5% chance of rolling [Masterwork], and her weapons come from the Skeleton smiths.
World states
- Killed or imprisoned: Flotsam Village is taken over by the Cannibals.
- Alive and free, with Phoenix, Seta and Valtena all down: Rebirth and Blister Hill fall to the Flotsam Ninjas, and Moll relocates to Blister Hill. If all four go down, both towns pass instead to the Holy Nation Outlaws.
- Alive, with only Seta and Valtena down: Flotsam patrols begin appearing in Okran's Gulf and Okran's Valley.
Trivia
She is long since used to assassins, and expresses surprise at exactly one kind — a Skeleton: "plenty of people want me dead, but no skeleton has come for me yet…" One reading holds that this implies human, Hive and even Okran-converted Shek assassins have all shown up at her door, and only skeletons never have.
