Criminals and servants on the run from the Holy Nation. On paper they hold the Hub and the Rebel Base; in practice they are the most insignificant bandit faction in the game — and one of the few groups that will call out to you for help in the wild and then follow you home.

Holy Nation Outlaws are a small and genuinely insignificant bandit faction: criminals and lower servants on the run from the Holy Nation, usually found wandering the wilds in small gangs.

Two towns, on paper

Both The Hub and Rebel Base are listed as controlled by the Holy Nation Outlaws.

That sounds far more impressive than it is. They did not build the Hub and they could not hold it — it is simply what happens when people with nowhere to go squat in a ruin. The place is a mix of Hungry Bandits, Ninjas, Escaped Servants, Ex-Servants, Holy Citizens, Shinobi Citizens, and a crowd of randomly named Drifters and Lost Persons. No leader, no taxes, no army — only people who fled the same regime.

Under certain world states they can also take over Blister Hill and Rebirth — the Holy Nation's capital and its slave mine. That is one of the game's answers to the question of what comes after the Holy Nation falls.

How rare they are

Holy Nation Outlaws share their range with the Starving Bandits, and are outnumbered in almost every zone:

Across all zones the estimate is roughly four Starving Bandits for every Outlaw. Put another way: of every five ragged groups you meet on the Holy Nation frontier, about one is an Outlaw band.

Two more distribution notes: compared with the starvers, Outlaws appear sparsely in Vain, the Fog Islands and the Cannibal Plains, but not at all in Shem or on the Northern Coast.

What happens when you meet them

Holy Nation Outlaws are not hostile by default. They will not charge you on sight.

They may still attack, for one of two reasons:

One detail is worth remembering: their dialogue reactions to a skeleton player character are identical to the Holy Nation's. What escaped was the people, not the doctrine. The difference is that they will not open fire over it unless you are already their enemy.

TipAn Escaped Servant found alone and wounded in the wild will start the conversation herself. Pick the right replies and she joins your squad — one of the very few free recruits available early on.

The character name "Ex-Servant" is a small piece of storytelling in itself: an Escaped Servant who has survived outside long enough that her status shifts from escaped to former — exactly as an Escaped Slave becomes an Ex-Slave with time.
