The people who run the books, the work and the cages in a slave camp. They are the rank and file of the Slave Traders, and the Holy Nation buys the same service from them to keep the Holy Mines in line.
Slavers are ordinary members of the Slave Traders. They turn up in numbers at slave camps, working as quartermasters, workmasters and wardens — the ones who keep people locked up, drive them out to work, and keep the count straight.
Two employers
The Slave Traders are their own faction. On top of that, the Holy Nation hires Slavers as well, to keep the labour at the Holy Mines in order.
That detail says something about how the Holy Nation's economy is arranged. It does not sell slaves, and no slave can be bought or sold at the mines, but the pits still need someone standing over them, so the service is bought from the slavers' guild. The wiki notes the division of labour on the ground: the Slavers mostly hurl abuse at the workers, while Holy Nation soldiers prefer to lecture them on the virtue of serving Okran.
In the fixed garrison of a Holy Mine, each Holy Farm Cage Guard squad is one Slaver and three Holy Sentinels watching over three to six Lower Servants, and there are two such squads per site.
In a fight
Gear starts at Shoddy with a 10% roll for Standard, and the weapon is an Ancient-made Mercenary Club. That club matters more than the stat line. Blunt weapons build stun rather than take blood, so a group of Slavers is far more likely to leave you unconscious than dead, and what happens to unconscious people in a slave camp is written above.

Figures come from FCS, each individual then randomises by ±5, and the racial multiplier applies on top. By mid-game standards they are not hard. The problem is that the places they stand in usually also contain guards, manhunters and heavier units.
