The man in Flats Lagoon who will sell you your relations with the United Cities back. The fee scales with how badly you wrecked them, and at worst takes several payments. His own bounty is 0 Cats.
The UC Pacifier is the United Cities' pacifier. Pacifiers do exactly one thing in Kenshi: if the player has got on a faction's bad side, they will repair the relationship for money.
He is a guaranteed spawn at Flats Lagoon, and there is a further 25% chance of a United Cities pacifier appearing at any Waystation.
What it costs
He may refuse
Under certain conditions a pacifier will not take your money. The United Cities restrictions are:
- Being allied with the Anti-Slavers
- Having killed or imprisoned Emperor Tengu
- Having killed or imprisoned Eyegore
Is he worth capturing
He does carry a bounty, but the amount is 0 Cats, and the recipient is the Holy Nation.
Knocking out the UC Pacifier and hauling him to a Holy Nation cage therefore pays nothing at all — what you get is +2 Holy Nation relations, or +5 if your character is in a state of pure faith.
The one valuable thing on him is his weapon: a Catun Scrapmaster Nodachi.
