The diplomat and spokesman of the United Cities, standing beside Emperor Tengu in Heft; he is the only door through which a player can negotiate a United Cities alliance, and he carries diplomatic status.
As you can see, Lord Tengu is rather... tied up right now... Sigh... If you have business here, you can speak with myself, Diplomat Koin.
Koin is a high-ranking member of the United Cities, found in Heft. He appears and behaves as the secretary and spokesman of Emperor Tengu — the Emperor is usually in no condition to talk, so the person you actually deal with is Koin.
The only negotiating door
Allying with the United Cities means talking to Koin. The alliance takes one of three forms:
- Buying your way in with high sums of Cats
- Establishing a large outpost in United Cities territory for trade
- Waging war on the Anti-Slavers — which requires subduing Tinfist and turning him in
When he refuses you
Koin pays attention to the flags you are already carrying:
- If the player is allied to the Holy Nation or the Shek Kingdom, he dismisses them.
- If the player is allied to the Anti-Slavers, he does not merely refuse — he calls the guards to arrest you.
Diplomatic status
Koin carries Diplomatic Status. That is a protective marker in the game: the political consequences of laying hands on such a character are in a different league from hitting an ordinary soldier.
In combat he is no threat — both his combat stats and stealth stats sit at 25. He wears Samurai Armour over a White Vest, Samurai Clothpants and Samurai Boots, and carries a Katana; his equipment starts at Shoddy grade with a 30% upgrade chance. This is court dress, not a war kit.
