The United Cities line soldier — army and police in the same armour. They will escort you for two hours if you look undefended, and arrest you for looking hungry.

The Samurai are the warriors of the United Cities, and they come from every race the Empire contains — Greenlanders, Scorchlanders, Shek, Hive and Skeletons all wear the armour. The Traders Guild also hires its own privately, to hold its headquarters in Trader's Edge.
They are army and police at once. A patrol is normally led by a Samurai Sergeant.
Two conversations you will have
If you look undefended. A patrol may stop and remark that you are short on bodyguards, then offer to escort you. Accept, and they will bodyguard your squad for two hours.
If you look hungry. A patrol may stop a starving character and point out that poverty is illegal in United Cities land. What happens next depends on the samurai's personality: an Honorable one takes pity and hands over Bread, a Meatwrap and a Greenfruit; otherwise they try to arrest you, and it takes 2,000 Cats to talk them out of it. Even then they may still offer a piece of bread to get you to the next town.
There is no better single scene for what the Empire is: the same soldier will feed you or jail you for the same condition, and which one you get is a personality roll.
In a fight
Combat stats sit at 40–60 across attributes and weapon skills — well above bandits, well below the named characters. Standard kit is a Katana made by Ancient with Samurai Armour, Samurai Legplates and Samurai Boots at [Shoddy] grade, 30% of the time [Standard].
