The United Cities' diplomatic lord posted to the southern border, ruling Brink; the moment she falls, every patrol along the Stormgap Coast is replaced by Reavers.

Lady Tsugi is one of the United Cities' diplomatic leaders, and the effective ruler of Brink on the Stormgap Coast. She lives in the town's Noble House with five Hooded Empire Noble Guards permanently at her side.

A city with no industry

Brink is one of the United Cities' major towns, but it produces nothing of its own. The whole town's supply depends on the line running down from Eyesocket to the north — and Eyesocket is a slave camp. Which is to say: the southern border Lady Tsugi holds is fed by slavery. Reaver patrols can often be seen passing outside the town, which in peacetime is itself a warning sign.

Her personality tag is "Traitorous". That is an internal behavioural setting representing how she reacts when threatened; it does not mean she has actually betrayed the empire in the story — the game never gives her a single line or event about turning traitor.

Combat data

Her numbers are remarkably flat, with almost every field landing in the 57–63 band: Strength, Toughness, Dexterity, melee attack and defence, all six weapon skill types, Turrets, Precision Shooting, Athletics, Swimming and Field Medic are all in the same range; Dodge and Martial Arts are only 3–9, Perception is close to 0, and Assassination is 30.

She carries a Long Cleaver made by the Edgewalkers and wears an [Masterwork] Iron Hat and Dyed Robes. One-on-one she is not especially hard; the real trouble is the five noble guards, and the whole town's garrison once you make a move.

TipA coincidence at the file level: Lady Tsugi and Lady Merin have exactly the same base stats, and she and Lady Sanda use the same Long Cleaver. Most of this batch of nobles share a single template.

After she falls

Killing or imprisoning Lady Tsugi triggers one of the larger chains of world states in Kenshi:

ImportantThis is one of the best illustrations in the whole game of "killing one NPC changes the map": her death produces no cutscene of any kind, yet every subsequent time the player crosses the Stormgap Coast, the patrols they meet are of a different kind.

As for the bounty, she is essentially worthless — only the Holy Nation will take her, and they pay no cats, only reputation. The motive was never the money; it is whether you want the southern coast to look like something else.
