The de facto commander of the Holy Nation north-eastern front, with more troops under him than the three main Empire nobles combined; he is the only man in the Holy Nation carrying an Edgewalkers-grade weapon, and the only one whose death brings a whole front down with him.
High Inquisitor Valtena is one of the two men at the head of the Holy Nation Inquisition, answering directly to Holy Lord Phoenix, and is stationed in the Inquisition quarters of the military camp at the eastern border fortress of Okran's Shield.
Valtena you'll find in a military outpost, Okran's Shield, on the eastern border. Do not underestimate their hold on the Holy Nation, the two of them are probably smarter than the Phoenix himself — he was born into his role, remember, but those guys earned it with pure Okranite crazy and cunning. — Moll
How many troops he holds
He commands the northern and eastern forces of the Holy Nation army, and the two fronts facing United Cities — Bast and the Skimsands — are almost entirely his responsibility:
- roughly 92% of the Holy Nation forces in Bast are tied to his state;
- roughly 30% of all Holy Nation patrol strength answers to him (Seta commands 10%, Phoenix 60%);
- Holy Nation strength in Bast is 2.1 times that of the Empire, and in the Skimsands 4.8 times;
- his forces outnumber those of Emperor Tengu, Inaba and Yoshinaga combined, and very likely exceed those of Nagata and Sanda of the Noble Circle as well.
Combat strength and equipment
His main attributes and six weapon skills all sit in the 77–83 band, with Assassination at 40; his weaknesses are those of most heavily armoured paladins — Dodge and Martial Arts at just 5–11. His weapon is an Edgewalkers-grade Paladin's Cross, worth around 30,383 to 33,138 Cats: he is the only man in the entire Holy Nation to carry an Edgewalkers-grade weapon, one tier above Seta's Catun-grade blade. He also functions as a regular Inquisitor, which means the player can turn bounty targets in to him for payment.

Wrath of God: a variant that never fires
"Wrath of God" is the sustained assault the Holy Nation keeps throwing at the player's outpost after Holy Lord Phoenix has been put down, some 80 strong, with Seta as the default leader. By design there is a variant led by Valtena that ought to take over once Seta falls, but the leader field in the base game is hard-coded to Seta, so the variant never triggers — if Seta goes down and Valtena has not been dealt with first, this event chain simply stalls.
After he falls
- Holy Nation patrols in Bast decrease by 90%, in Okran's Valley by 56%, and cease entirely in the Skimsands.
- Okran's Shield is turned over to United Cities control, or to the Shek if the player is allied with the Shek Kingdom (owing to a quirk in the system this requires Emperor Tengu to be down as well); it may afterwards pass on to the Reavers or fall into ruins.
- Add the death of Holy Lord Phoenix → Okran's Fist becomes half-destroyed or is overrun by cannibals.
- All three Holy Nation leaders down: if Moll survives, the Flotsam Ninjas take over Blister Hill and Rebirth, and lost paladins patrol the Border Zone and six other regions.
- The inverse condition: so long as he is still alive while Inaba and Emperor Tengu are both down, Drin will be taken by the Holy Nation.

One reading holds that this line, together with the abandonment of a great many frontier settlements, points to a single conclusion: the moment he dies, the Holy Nation army pulls back to its core territory and gives up the entire border line.
