Head of the Rebel Farmers, a former farmer crushed out of business by the empire's slave economy; he raised a fort deep in the desert to take in the people the same system swept aside.
Boss Simion is the head of the Rebel Farmers. The game files him as a bandit chief carrying a twenty-thousand bounty; in his own records, he is a father who picked up the people the empire threw away and raised them.
A man written by one diary
Almost everything known about his background comes from Men of Dirt — a battered diary worth 0 Cats that exists only in his inventory.
There are three surviving fragments. On the day of the eviction he complains that no amount of farming can compete with slave labour that costs nothing to hire, and that his family had grown so thin the empire could not even be bothered to take them as slaves. Then he comes across a caravan picked over by Skimmers, and its supplies become the foundation of Fort Simion. In the last fragment the tone has changed entirely — he takes in the empire's discarded as his own children and lives off the nobles fattened by plunder.
He leaves behind one line about his wife that he refuses to forgive, without saying what happened. One reading holds that she left, taking their daughter with her; another holds that she sold the pair of them to a slaver to stay alive. All that remains is the doll in his inventory, worth six cats.
Fort Simion
He is permanently stationed at Fort Simion in Sinkuun, inside the swamp dome building that serves as the Faction HQ, surrounded by 8 Fugitive Swordsman Captains and 4–6 Fugitive Heavies; the settlement also holds a barracks and three hideout shacks.
The fort always shows as a red icon on the map, even if the player is not hostile to the Rebel Farmers. A night raid is the better proposition, as most of the rebels are asleep in the barracks at that hour.
Bounty
Boss Simion can be handed to the United Cities for a 20,000 Cats bounty; the wanted notice charges him with multiple counts of murder and robbery.
But what makes this fort an early-game gold mine is not the man himself: each of the 8 Fugitive Swordsman Captains around him is guaranteed to carry a bounty of 3,000–3,500 Cats, so that group alone comes to more than twenty thousand cats. Bring plenty of first aid kits before attacking — a prisoner bleeding to death is money burned.
Joining the Rebel Farmers
Staying at least neutral with the Rebel Farmers is enough to enter the fort and speak to him. The known routes in are:
- Become hostile to the United Cities first, then go and talk to him.
- Kill a noble, then approach him.
- Already be allied with the Anti-Slavers and propose that the two sides join forces (picking the wrong dialogue option will break the negotiation).
- Ask to join while malnourished, at which point he hands over bread.
- Turn up with a broken arm, leg or head injury.
He does in fact have a grievance against the Anti-Slavers: they only ever hit slaver caravans and never dare touch the real enemy, the imperial nobles.

Trivia
- If Emperor Tengu or Lord Nagata is already dead or abducted, Boss Simion will not spawn at all; the exception is that if Tinfist and Longen are also out of the picture, he retires to Trader's Edge as an Empire Peasant.
- In dialogue he refers to Lord Yoshinaga as his "nearest neighbour", but the lord of Sho-Battai is in fact Lord Nagata — possibly a developer slip, possibly his own confusion.
