The lord of Sho-Battai and the feeblest fighter in the United Cities noble circle; the noble who strips the player of job and home in the Empire Citizen start background is most probably him.

Lord Nagata is one of the nobles of the United Cities, holding court in the Noble House of Sho-Battai with 4 Hooded Empire Noble Guards permanently at his side. He is a Scorchlander, though his skin is rather unusually pale for his people.
The noble in the start background
The Empire Citizen start is set up like this: the player was an ordinary citizen of the United Cities who lost their job and their house at the whim of some noble lord, and, facing poverty and hunger — and here poverty is itself a crime — had no choice but to leave town and fend for themselves. The starting location for this opening is Sho-Battai, with 750 Cats in hand.
Since the location matches exactly, one reading holds that the man who left the player with nothing is Nagata himself. The game never says so, but it is an inference the player community broadly accepts.
The weakest noble in the United Cities
He is in effect the governor of Sho-Battai, and he holds influence over Port North besides — the economy of Sho-Battai depends entirely on supply from Port North, and the two are bound together.
Set beside the other nobles, though, his numbers come dead last: of all the nobles of the United Cities, Nagata has the weakest combat skills. Strength 33.3 to 38.7, Toughness 37 to 43, Dexterity 40.7 to 47.3, the various weapon skills and melee attack and defence around 37 to 43, and Dodge and Martial Arts in single digits. His armour may be Masterwork, but a dyed robe was never meant to stop a blade.
His personality tag is Fearful, which stands in fairly striking contrast to his dialogue.
After he is killed
Nagata is an important node in the chain of United Cities world states:
- Killing only Nagata: Sho-Battai enters its half-ruined state.
- Nagata + Emperor Tengu both killed or imprisoned: Sho-Battai falls into the hands of the Empire Peasants.
- Nagata, Tengu and Boss Simion all killed or imprisoned: Sho-Battai is overrun by cannibals.
- Nagata, Tengu and Lady Kana down while Simion remains: Port North passes to Empire Peasant control.
- With Nagata down, the samurai spawn rate in Heng drops by around 77%.
- If Nagata, Lord Inaba, Lord Yoshinaga, Lady Sanda and Tengu are all killed or imprisoned, ronin samurai squads of 4 to 13 begin to appear along the Northern Coast, Sinkuun, the Skimsands, the Stormgap Coast, the Eye, the Great Desert and the Outlands.
Odds and ends
- Nagata, Sanda and Yoshinaga share the same guard squad configuration.
- Nagata, Inaba and Yoshinaga all chose the wakizashi as their sidearm.
- Among the United Cities nobles, only Nagata and Lord Shiro are attended by 4 Hooded Empire Noble Guards; the rest have 5.
- His Noble House holds luxury goods at an average of 240 Cats apiece, which players short of funds often treat as a small revenue stream.
