The last finger the United Cities put out to the south-east. One noble town fed entirely by a slave camp, one village of Moon worshippers who treat passing travellers as fertiliser, and east of that there is no law left to argue with.

NameTypeWhereNotes
Lady TsugiHostile bossBrink, noble houseThe United Cities' diplomatic lord on the southern border, with the town's whole economy resting on the slave supply from Eyesocket; 5 hooded noble guards, rebellious personality. When she dies the Empire patrols here are replaced by Emperor Tengu's troops.
Slave Master GrandeHostile bossEyesocket, noble houseA Traders Guild slaver and the master of Eyesocket, with 4 hooded noble guards and 4 Samurai Heavies around him; kill or abduct him and all of Eyesocket becomes a ruin, which is what lets the Anti-Slavers into the Stormgap Coast and Heng.
The PreacherHostile bossCult Village, the bug house — faction HQLeader of the Preacher Cult, carrying the Meitou Moon Cleaver; wanted at once by the United Cities, the Holy Nation and the Shek Kingdom, and yet he keeps no patrols outside at all, which makes him one of the best-value bounties in the game.
HeadshotRecruitableEyesocket, slaver barA female Shek slave hunter with 55 Turrets and 50 Crossbows, one of the few early recruits who can man an outpost's defensive turrets straight away.
RayRecruitableEyesocket, slaver bar (bought from the Bar fly)A tongueless Soldier Drone slave with 10 in every combat skill; buying him costs −5 Slave Traders relations, and killing his owner the Bar fly first makes him unobtainable for good.
Bar flyMerchantEyesocket, slaver barAn Empire Peasant and Ray's owner; she is the NPC who hawks a person as merchandise in dialogue, and if she dies Ray can never be recruited.
GarretMerchantEyesocketA unique slave trader who turns up with his own slave in tow; accused of loving slaves, he insists the man is only carrying his luggage.
Moon GuardianHostileCult VillageThe Preacher's cultist guards, all carrying Moon Cleavers; anyone they knock down is tied to a sacrificial post, and once the posts are full they simply beat the prisoners to death as an offering.
Straw LieutenantHostileMoves across the zone (captain of the Grass Pirate patrols)He leads 5–12 Grass Pirates through the zone; 75% of the time he spawns with no weapon at all, which makes him the easiest bounty captain going.
Grass PirateHostileMoves across the zone (the highest-weighted enemy here)The most common enemy in the zone, arriving in numbers and poorly equipped; a few taken alive to a United Cities police station will cover early recruitment costs.
Noble HunterHostileMoves across the zone (1 noble captain, 6 hooded guards and slaves)United Cities nobles out testing a new bow, usually dragging slaves along; the bounty itself is 0, but handing them to the Holy Nation still buys relations.
ReaverHostileMoves across the zone (world state: Lady Tsugi dead, Valamon alive)Once Lady Tsugi is dead, Reaver Ironclads take over the patrols here with Blooded and slaves in tow, at a weighting as high as 20 — the most common world-state change around Brink.
