An exceedingly rare Shek lord within the United Cities' Noble Circle, seated in Catun; his Perception and crossbow skill approach 80, and killing him gets the whole city levelled by Fishmen.
Lord Shiro is one of the United Cities' diplomatic leaders, seated in the Noble House of Catun with 4 hooded Imperial Noble Guards at his side.
The most unusual thing about him is his race: he is Shek. The United Cities' noble system is held almost exclusively by humans, and a Shek lord climbing into the Noble Circle is in itself an anomaly in the power structure of this empire.
An amateur crossbowman
Lord Shiro's stat sheet has a very obvious skew:

His melee ability counts as fairly capable for a noble, but what genuinely stands out is that set of ranged figures approaching 80. He carries an Eagle's Cross, and one reading holds that the lord has a private hobby of shooting crossbows — target shooting being a rather common pastime among imperial nobles in any case. He also carries a Nodachi, and wears Masterwork grade dyed robes and dyed trousers with square goggles and Drifter's Boots, his weapons forged by Edgewalkers.
His personality is set to Fearful — an entertaining read on a character this formidable in raw numbers.
The private life of a noble
The contents of his backpack give away a surprising amount: luxury goods, an Advanced First Aid Kit, a copy of The Red Rebellion (a noble's own account of the empire's bloody famine uprising), and three snacks in chewsticks, dried meat and a meatwrap — plus hashish.
One reading holds that this lord is both a gourmet who cares about his food and possibly just someone who is perpetually hungry because he is stoned. That is purely a player's interpretation of an item list; the game offers no explanation of its own.
Another detail: Lord Shiro and Lord Nagata are the only two lords among the United Cities nobility assigned just 4 hooded Imperial Noble Guards, where every other noble of the same rank gets 5.
Killing him destroys Catun
Worth noting is that this rewrite is unrelated to whether King Gurgler, the Fishmen's leader, is alive or dead — Catun falls all the same even if the player has already cleared King Gurgler out. This is a fairly common misconception.
