Capital of the Holy Nation and seat of the Holy Lord Phoenix, built as an inner and outer city. It is also the pivot of every political chain reaction in the game — when this falls, the whole northern continent is rewritten.
Blister Hill is the capital of the Holy Nation, set in the northern part of Okran's Pride — the most densely populated, most fertile and safest stretch of land in all Kenshi. It is not the largest town in the game, but it is the heaviest piece on the political board: the world-state dominoes mostly start falling here.
A city split in two
Blister Hill is cut in half by an inner wall. The inner city gathers the throne room and the military facilities, functioning as a palace precinct; the outer city is where ordinary citizens live, and holds the shops, bars and temples. This layout is uncommon in the game — in most towns garrison and residents are mixed together, whereas Blister Hill puts a physical wall between the rulers and the ruled.

Facilities are comprehensive: a weapon shop, an armour shop, an armoury, a bakery, three bars, two barracks, a boot shop, a clothing shop, a headgear shop, a mechanical shop, a police station, a power station, two temples, plus general and materials storage. Note that there is no Tech Hunter shop and no ninja tower — that is a rule across all Holy Nation territory, not a peculiarity of Blister Hill.
Players can buy several properties inside the walls: two collapsed shacks at roughly 1,500 Cats each, and three intact shacks at around 4,000 Cats. Cheap for capital-city real estate, but the price is maintaining Holy Nation favour over the long term.
The throne room
The Holy Lord Phoenix is permanently stationed here. His retinue is the most extravagant in the game: around 14 High Paladins plus a dedicated bodyguard called the Protector of the Flame. Phoenix himself wears a Masterwork Holy Chest Plate and carries a Paladin's Cross forged by Cross, at Meitou grade.
His quarters hold copies of several important letters — the letter to Priest Ton, a letter to a priest, and a letter from Bad Teeth. These items are not unique, meaning they were transcribed specifically for Phoenix: a ruler who keeps duplicates of official correspondence in his private residence is a more precise portrait than anything he does on the battlefield.

A Pacifier of the Traders Guild also keeps an office here — right at the centre of Holy Nation power. That fact alone says something: the Guild's tentacles really do reach everywhere, even into the most xenophobic theocracy on the map. The unique recruits Bard and Griffin both have a chance of appearing in the bars here.
Four endings for the capital
Blister Hill is rewritten by world state across four versions, with conditions stacking on top of one another:

The Destroyed version is the most counter-intuitive: nobody conquers the town, it collapses on its own. After Phoenix suddenly vanishes, military command is paralysed and civil order disintegrates; panic, grief and rage burn the capital down from the inside. Esata's comment on this is notably cutting:
Amusing... Such panic and squabbling amongst themselves has ended up destroying their own capital before we could take it. — Esata
Worth noting is that Seta's and Valtena's armies are still patrolling Okran's Pride in force at this point, so rebels and bandits cannot get in — this is a ruin still sealed off by the Holy Nation itself.
The Flotsam Ninjas version is the only takeover that leaves something still recognisable as a town. The ninjas move their headquarters and their refugees in, Tech Hunters set up stalls, and the overall atmosphere is closer to a waypoint. Two details are worth remembering: first, the ninjas destroy the electrical system wholesale when they take over, leaving the city permanently without power, so a player who wants lights must build windmills or generators themselves; second, the ninjas have no trading culture, so the barman goes on selling Bloodrum as before. Extrapolating from the default resident list, roughly 76% of buildings in this version are in a damaged state, and the collapsed longhouses, stationhouses and bughouses can all be bought and rebuilt.

What players need to know
- Non-humans and characters fitted with robotic limbs walking into town are handing themselves in, unless a human is travelling with them (the guards will automatically assume servant status).
- Being caught carrying contraband (AI Cores, Ancient Science Books, Hashish, Moll's Speech) starts a fight on the spot.
- Once the "Destroyed" version triggers, it can still convert later into the Outlaws or Ninjas version; conversely, once the Ninjas or Outlaws version is reached, that is the end state and nothing further changes.
Trivia
The "Blister" in the name very likely refers to the hill behind the town — the region where Rebirth sits — a coarse, jagged rock formation that really does look from a distance like an enormous blister growing out of the earth. A capital that glorifies itself in Okran's name, taking its name from the hill that hosts a labour camp at its back, is probably the most economical piece of irony in the game.
