Everyone in the Swamp who does not belong to a gang. No government, no army — order rests entirely on an understanding between five gangs, and a bar fight is enough to break it.

"Swampers" means the denizens of The Swamp, and usually the ones not aligned to any one gang in particular.
People who were pushed out
The wiki's definition is a list: outcasts, outlaws, exiles and criminals. Their society is described as violently dog-eat-dog. Street fights are common, and they break out over even trivial slights or offences.
The letter above is honest about the trade-off. The Swamp really has no nobles, no taxes and no church. It also has nobody to protect you.
Five gangs, one boss
The Swampers have no central organisation. The actual power sits with five gang clans, each led by one of the "Big Bosses":

Their activities range from smuggling to extortion to kidnapping, and they compete constantly for position in the hierarchy. The gangs are currently led by Big Grim of the Hounds.
What they control
Settlements under the Swampers faction:
- Shark — the only city in the region. Nominally Swamper; in practice the Hounds decide things.
- Mud Town — the village north of Shark, home to Blackshifter and Twinblade hideouts
- Swamp Village
- Grayflayer Village
Swamper residents also live in Rot and Stone Rat Village, though ownership of those sits with the gangs.
Who you actually meet
The Swampers faction has no unique characters at all — everyone with a name belongs to one of the gang clans. The generic NPCs include:
- Swamper Gate Guard
- Swamper Non-Gang (and a weaker variant)
- Skeleton Civilian
- Empire Mercenary — a United Cities guard hired to keep order in the bar
Trade
Swamper traders deal mainly in fish and hashish. The shops that can spawn in their towns are The Dancing Skeleton, the Swamp General Shop, the Shark Travel Shop and the Shark Smithy.
The price structure says a lot about local conditions:

Imported prepared food costs 25% more; raw materials that grow locally cost 25% less. The Swamp can grow crops. It cannot grow civilisation.
As for armour, the best quality found in their shops is [High] — no Specialist and no Masterwork at all.
