A member of the Noble Circle, the de facto ruler of Heng, and the paymaster of the samurai patrols in the Skimsands. There is no bounty on him, but the price of touching him is a terrorism bounty on the player instead.

Lord Yoshinaga is one of the diplomatic-tier leaders of the United Cities, a member of the Noble Circle hand-picked by Emperor Tengu. He is permanently stationed in Heng, and is generally taken to be that city's de facto lord.

What he actually administers

Yoshinaga is responsible for exactly one thing, but its reach is not small: maintaining the patrol army for the Skimsands. Every samurai patrol out on that desert is, on paper, on his books. He also shares a single army squad configuration with Lord Nagata and Lady Sanda.

The interesting part is that he is the only United Cities noble (aside from Lord Ohta) whose world states are not tied to his own home city — the fate of Heng actually hangs on Longen and Emperor Tengu, not on him.

TipOne reading holds that this creates a contradiction in the setting: even after Heng has stopped being United Cities territory and Yoshinaga theoretically administers nothing at all, the patrol spawn rules under his name keep running as usual. This looks more like a design oversight than a deliberate piece of narrative.

What happens if you walk into his house

NoteYoshinaga's residence is private property, and stepping inside counts as trespass; the 5 hooded Imperial noble guards indoors attack immediately.

More important is the cost structure of touching a noble at all. Every United Cities noble carries diplomatic status: choose any hostile or insulting option in conversation and he will send guards after you and put a bounty on your head, while choosing to attack or kidnap a noble outright gets the player a large bounty on a charge of terrorism, together with a steep drop in United Cities relations. This is not a "kill the boss, take the money" transaction — his own head is worth nothing at all, and you are the one who ends up out of pocket.

The numbers carry a random ±3 drift. He is equipped with a wakizashi, a Dustcoat, dojo pants and wooden sandals; his armour is Masterwork and his weapon comes from the Edgewalkers — a kit better in itself than most early players' entire squad. He also carries Luxury Goods, an Advanced First Aid Kit, Bloodrum and Cooked Vegetables.

World states

His death or imprisonment triggers a chain of consequences:

NoteKnown issue: if Heng enters a half-ruined state or is handed over to the Empire Peasants, Yoshinaga simply despawns. That disappearance does not trigger any of the world states above — for a player hoping to change the map by removing him, it amounts to nothing at all. The community mod "Yoshinaga Fix" corrects this behaviour.

Trivia

Lord Yoshinaga, Lord Inaba and Lord Nagata all chose the wakizashi as their sidearm.
