A Shek warrior woman dehorned and exiled who refused to give up her blade, and leader of the Band of Bones; when the Shek pay out her bounty they call her Tora the Gutless.
You! You dare stare at my horns! Anyone with the nerve to look a Shek warrior in the horns had better have what it takes to finish the job.
Tora the Fearless is the leader of the Band of Bones, a female Shek. Her base is the Exile Camp south-west of Squin and due south of the Stenn Desert waystation — the only location the Band of Bones controls anywhere on the map.

After the dehorning
Tora was once a warrior of the Shek Kingdom. She lost on the battlefield, and by the kingdom's rules she was judged disgraced, had both horns cut off, and was demoted to a servant.
By custom, the disgraced must hand over the blade they carry. She refused. She then chose self-exile, fleeing into the desert to become a bandit — she would rather lose her honour and go on gripping a blade until she died than live as a Shek without a weapon.
The members she recruited are mostly the same kind of person: defeated, hornless, malnourished Shek exiles who will not put down the blade. Every Band of Bones patrol will attack any squad that passes; robbery is merely incidental, since what they really want is a fight.
Two names
The Shek do not accept her account. When the player hands Tora over to the Shek Kingdom for the bounty, the Shek will more often than not call her "Tora the Gutless" instead, and that is also the name written on her wanted poster:

Someone who calls herself "Fearless" and is called "Gutless" by her kingdom — the contrast alone is a miniature of the Shek Kingdom's attitude towards exiles and deserters.

She swings a Combat Cleaver, wearing a Heart Protector over Mercenary Leather Armour, Samurai Legplates or an Armoured Rag Skirt below, and Plated Longboots on her feet. The armour grade is only Shoddy (15% chance of Standard) and the weapon comes from the "Ancient" manufacturer — for a leader, the outfit is realistically threadbare. Her Dodge and Perception are close to zero; she runs purely on soaking damage with Toughness and trading blows head-on.
After she is taken
If Tora is killed or imprisoned:
- The Band of Bones no longer spawns in Shun or Shem.
- The Band of Bones' appearance frequency in the Bonefields, the High Bonefields, Shem, the Spider Plains, the Hook and the Swamp is halved, and patrol size shrinks from 4–8 to 2–4.
- Band of Bones raid events no longer trigger.
If Tora is still alive and free:
- When both Big Gray and Big Grim are out of the picture, Grayflayer Village falls into the hands of the Band of Bones, and Tora herself relocates there to take charge.
