Superboss is not a term the game uses. It is a sub-category the English wiki carved out under Bosses for the most dangerous characters in Kenshi. The wiki gives three tests: most or all combat stats above 80 or 90, usually one or more world states attached, and usually a bounty. The last two are not universal.

Why the label is worth knowing
Killing or capturing these characters generally rewrites the map. The world states tied to them drive town overrides and wilderness spawns, so in practice "is this a superboss" means "does removing them change the world".
