A large town on the Holy Nation's southwestern frontier, nominally a trading town and in practice the southern fortress garrisoned by High Inquisitor Seta. When Seta falls, the flag changes.
Stack sits in Okran's Gulf, a large town on the Holy Nation's southwestern border. Commercially, its proximity to the Western Hive and The Hub makes it an ideal base for novice traders and pickpockets alike; strategically, it is the lock on the Holy Nation's southern line — and that is what it really is.
A town in name, a fortress in fact
Moll spells this out twice in dialogue: she calls Stack a "fort", and she calls it the Holy Nation's "southern defensive position".
Seta is holding up the fort without the Phoenix. He's distracted by the invading Shek, but the battlefield is raging on...
Next we take out their southern defensive position: Stack.
In other words, this town exists to block the Shek Kingdom. Together with Bad Teeth it forms the pair of bolts the Holy Nation holds against the Stenn Desert and the Border Zone, both under the command of High Inquisitor Seta.
High Inquisitor Seta
Seta is permanently stationed here and is one of the Holy Nation's three military pillars. He manages the defences of both Stack and Bad Teeth and is responsible for feeding reinforcements to the southern line — across the regions of Okran's Pride and Okran's Gulf, he alone commands more troops than the Shek Kingdom fields in total.
His place in the Holy Nation's power structure is quite clear: the sitting 62nd Holy Lord Phoenix — the one who executed his own family with the Holy Flame at sixteen — has two right hands, High Inquisitor Seta at Stack and High Inquisitor Valtena garrisoning the military outpost at Okran's Shield; beyond those three there is an elite force, "Wrath of God", dispatched specifically against the strongest enemies[V1 0:06:55]. Stack, in other words, is not merely a border town: it is one of the two nodes of the Holy Nation's highest chain of command.
Moll's assessment of him is worth keeping:
Do not underestimate their hold on the Holy Nation, the two of them are probably smarter than the Phoenix himself — he was born into his role, remember, but those guys earned it with pure Okranite crazy and cunning.
Seta wears a [Specialist] Holy Chest Plate (10% chance of [Masterwork]) and carries weapons manufactured by Catun Scrapmaster. He also functions as an ordinary Inquisitor, so the player can hand bounties in to him directly. His own head is worth about 40,000 Cats to the Shek Kingdom, the United Cities and the Flotsam Ninjas.

An armour shop, an armory, a bakery, three bars, two barracks, a boot shop, a clothes shop, a general shop, a headgear shop, a mechanical shop, a power station, a Well III, and a police station that doubles as a throne room (Seta's command post). As at Blister Hill, there is no Tech Hunter shop.
Property for sale: two collapsed Small Shacks at about 1,500 Cats each, and two intact Small Shacks at about 4,000 Cats.
Characters: the unique recruits Bard and Griffin can both appear in a bar; the mother of the unique character Knife is said to live in this town too.

Value for new players
Stack is one of the two possible starting points for the "Holy Nation Citizen" game start (the other is Bad Teeth). What makes it good as a starting area is that the surrounding enemies are pitched just right: Starving Bandits, Bonedogs and Dust Bandits are all low-threat groups that rarely kill you outright even when you lose. Combined with covering fire from the gate guards, this is a fairly safe training ground.
World states: a town that changes hands three times
Stack is one of the most-reflagged settlements in the game, and every trigger runs through Seta:

The Shek Kingdom version is the most common outcome. Esata's account of it is cold and accurate:
Hm hm hm! The Okranite cattle are so weak and cowardly when they have no leader to herd them. Taking Stack and Bad Teeth was easy with Seta of Stack defeated.
In this version most buildings and original inhabitants are destroyed and massacred during the siege; the Shek rebuild only a few structures and relocate their HQ here. There are two practical consequences for the player. First, Shek Kingdom trade culture applies, so only Hashish is contraband and items like Bloodrum can be traded legally. Second, the town fills with purchasable ruined buildings — collapsed Small Shacks at about 1,500 Cats, Storm Houses at about 4,800 Cats, an Old Storm House at about 6,000 Cats, Longhouses at about 7,200 Cats and a Y-House at about 10,500 Cats. For a player who wants to buy land and build in the north, this is some of the best value in the game.

The Kral's Chosen version has two possible narrative paths: either the Kamikaze and Flying Bull's forces crushed the southern line outright after Seta's fall, or the town had already fallen to the Shek Kingdom and merely changed hands to the more warlike branch after Esata went down too. The game preserves both possibilities with one detail — some squads in the town are still flagged as Shek Kingdom.
The Destroyed version is the Holy Nation's "nominally reclaimed" state: after the Shek forces are driven off or withdraw, nothing is rebuilt; the place is simply abandoned. Once reached, this version never changes again, and "Wrath of God" events can still set out from the ruins.
