A minor Cannibal leader, one of whom holds the Suspicious Lab in the Floodlands. The second floor of that building is laid out with Ancient Science Books, bread and dried meat as a breadcrumb trail, the third holds cages — the whole structure is bait.
Cannibal Chiefs are minor leaders of the Cannibals. They appear at the Cannibal Capital, Cannibal Village, First Village, and the Suspicious Lab in the Floodlands.
The Suspicious Lab is one big trap
The Suspicious Lab was once an Ancient Lab. It is now overrun by a horde of ravenous cannibals.
The way the loot is laid out is worth noting: the cannibals have set out Ancient Science Books, pieces of bread, dried meat and other odds and ends in a breadcrumb trail leading up to their camp on the second floor. The third floor holds several cages, along with many containers of loot.
The wiki's read is blunt: this is a trap — free loot to lure the player upstairs, and then an ambush.
How hard he hits
The Chief's own numbers are not high:

Randomised by 6, with no armour at all, and an Ancient-make Flesh Cleaver whose grade is a one-third chance each of Mid-Grade Salvage, Old Refitted Blade and Refitted Blade.
The difficulty was never the Chief. It is the horde around him.
The bounty
There is a 50% chance he spawns with a bounty of 10,000 Cats, and it can be turned in at either the Holy Nation or the United Cities — the Cannibals being one of the few things those two enemies agree about.
