Leader of the Sand Ninjas and one of the few wanted characters in the game who pays out double — 10,000 on the books, 20,000 in hand.
Sand Ninja Oni is the leader of the Sand Ninjas, a Scorchlander woman stationed at Cactus Den, the watchtower in the very centre of Spine Canyon, north-west of Tengu's Vault.

Double bounty
The thing most worth a player's attention about Sand Ninja Oni is how her bounty is calculated.
The bounty registered against her in the game data is 10,000 Cats, but that bounty is filed under both the United Cities and the Traders Guild — and those two share a single legal system. The result is that the same bounty is counted twice, and handing her in actually pays out 20,000 Cats. She can be delivered to either the United Cities or the Traders Guild.

She dual-wields Ninja Blades, her full set of thief skills (Stealth, Lockpicking, Thievery, Assassination) sits above 60, and Athletics of 72 means she runs fast — which makes running her down a poor plan.
But she has one thoroughly fatal gap: Perception of only 1. Perception governs crossbow accuracy, so despite her nominal 60 in Turrets and Precision Shooting she poses no ranged threat whatsoever. In the same vein, her armour is only Standard-grade (10% chance of High Grade) Ninja Rags, and her weapons come from the Catun Scrapmaster — neither is good kit. Opening the distance with crossbowmen, or simply overwhelming her with numbers, is the safest approach.
After she is taken
Incidentally, allying with the United Cities or the Traders Guild will also stop the Sand Ninjas raiding — but it will not put those twenty thousand Cats in the player's pocket.
