The United Cities military prison at the southern end of the Skimsands, holding the worst criminals the Empire has names for. Ally with the UC and you can walk in and look; taking anyone out means going through the samurai and a warden carrying a Meitou jitte.

Tengu's Vault stands on the rocky ground at the southern end of the Skimsands, guarded by the samurai of the United Cities. It reads as a military prison, presumably for the worst criminals the Empire has.
The Tengu in the name is Emperor Tengu himself — but this is not his residence, and it is not a vault full of money. What it stores is people.
Walking up to it
The gate guards warn you not to approach, and if you trespass anyway, they attack.
There is one exception: once you are allied with the United Cities, the guards will only react verbally and will not attack the player — the only way to walk in openly and see the whole interior.
What it looks like inside
The interior reads more like a police building, on three levels:

The place is run by the Vault Warden. He does not intend to kill you — his job is to keep you alive and suffering. The Meitou-grade jitte he carries is the only one in the game, worth 25,182 Cats.

That list is the whole point of Tengu's Vault. It is not a ruin and not a shop — it is a roster. Whether any name on it is worth fighting your way in for is the player's decision.
