The top combat rank of the Swamp Ninjas, with only their leader Shade above them. Usually just two sit in the base — but the moment the Red Sabre Boss goes down, they leave it and join the everyday patrols.
The Swamp Ninja Jonin is the elite rank of the Swamp Ninjas. The gang's ladder runs Genin → Chunin → Jonin, and above the Jonin there is only one person: their leader, Shade.
Which is to say: if you are fighting a Jonin in the swamp, you have already reached the top of this organisation.
Normally they stay in the base
The Swamp Ninja Base sits in the South Wetlands, southeast of Shark, and is the Swamp Ninjas' only holding. It houses a large number of Genin and Chunin — but usually only two Jonin.
When they come out
Where the Jonin appears is bound to two world states, both of which turn on somebody else falling first:

The second one is worth remembering. The Swamp Ninjas' only sworn enemy is the Red Sabres (relations at -100), and the two gangs have been cutting each other apart in the swamp for a long time. Once the Red Sabres lose their head, the Swamp Ninjas no longer need to keep their elites at home on defence — the Jonin go out on the road, and the difficulty of a routine patrol jumps a tier.
A player who clears the Red Sabres to open up a route ends up making the other gang stronger. That is how the balance of power in the swamp works.
Gear and statistics
The Jonin wears the gang's standard uniform — Dyed Rag Shirt, Leather Turtleneck, coloured Cargopants — dyed to a single palette by the faction colour scheme. His weapon is a Catun Scrapmaster Guardless Katana, and he carries one Basic First Aid Kit.

Randomised by ±5. His armour is only Shoddy grade with a 10% chance of Standard — the Jonin's strength is in his skills, not his kit. He wears roughly what a Genin wears and wins with blade work and footwork.
