A Hemp Farm is an exterior farm plot for growing hemp, and it is gated behind the Hemp Farming research.
The in-game description is blunt about the crop. Hemp is versatile and can be used for medicine, narcotics and fuel, and it is a more efficient source of cloth than the alternatives. The same sentence carries the catch: less free societies may regard it as illegal.
What the crop becomes
A Hemp Farm produces hemp, which then goes down one of three routes.

The legal problem
Growing hemp is illegal in the United Cities. That matters when siting a player base: building one on United Cities ground is an invitation to be searched.
