Why it matters
The Northern Coast is bleak frontier, and this village belongs to the Deadcat faction — refugees who lost their own city and now live by fishing. The wiki's verdict on the bar is one line, but a practical one: it is a good place to find a couple of unique recruits.
The unique recruits who can appear in a Fishing Village are Green Finger, Hobbs, Horse and Soman.

A full row of wanted posters hangs inside. For an early-game player this is one of the few places to see, in one glance, who in this world is worth money:
Bugmaster, Dust King, Ells, The Canyonlands Killer, The Preacher, The Red Bandit, Tinfish, Giant King Gurgler, and the Voodoo Brothers.
A world state to watch
Both Fishing Villages — the Northern Coast one and the Outlands one — are taken over by the Slave Traders if Tinfist is killed. When the settlement changes hands, so does the bar.
