On the map it is called Deadcat and shows up as a neutral town. That is the bait. What actually lives there is a city of Cannibals, at least four Chiefs and the Cannibal Grand Wizard — with the Captive's Journal sitting in a chest behind him.
The Cannibal Capital was once the town of Deadcat. It has since fallen to the Cannibals.
The lie on the map
This is the nastiest thing about the Cannibal Capital:
The Cannibal Plains have 60% water, 75% fertility and iron and stone everywhere, and are still the last place on the continent anyone should settle. The neutral name on the map changed hands long ago; the sign was left up to bring people through the door.
What happened to Deadcat
Deadcat is now a tiny, insignificant faction of small villages and survivors scattered across the Northern Coast and the Dreg. They were once the inhabitants of the city of Deadcat, and lost it to the ravenous Cannibal tribes — which makes them a faction of refugees.
Most survivors have taken up fishing to get by. They are generally good people, but times have been hard, so it is not unusual for them to seem distant and mistrustful of outsiders.

The Cannibal Grand Wizard leads the entire Cannibals faction. The Holy Nation, the Shek Kingdom and the United Cities all want him for 40,000 Cats. The wanted poster reads:
WANTED: Cannibal Leaders 'Cannibal Grand Wizard' Leader of the entire known cannibal population. Actual magical powers unknown. Location unknown.
He himself only says one thing:
So much meat.
Cannibal Chiefs are minor leaders; each has a 50% chance of carrying a 10,000-Cat bounty, redeemable with The Holy Nation or the United Cities.

The gear artifact value is 50,000 Cats, so additional weapons and armour spawn on top of the table.
The Captive's Journal
The four journals have no sale value; their worth is entirely in the text. They were written by someone dragged into a Cannibal village, beginning with the night it happened:
I felt the eerie sensation that we were being watched. And we were. They came to our camp during the night, slaughtered our gars and dragged the rest of us to their village. The sour smell of rot was rank, knocked me back even more than the sight of those deathly effigies. I've numbed to it now. They separated us into blood stained cages and bandaged the worst of our injuries. First they beat us, then they tend to us, so it seems... Light, what do they want from us? — Captive's Journal I
The second entry answers that question: they are fattening stock.
Day 8 Uncle passed away last night. It was a death I'd wish on no man, hacked away piece by piece until he was a twitching stump of a person. They finished what was left of him for breakfast. And us? We retched on the leftovers. Fattening up the food caches... Frighteningly logical thinkers. There are four of us left. — Captive's Journal II
What it means for the player
The Cannibal Capital is the hardest point on the Cannibal Plains and the only head this faction has. Three reasons to take it down: the false neutral marker disappears from the map, the Grand Wizard's bounty, and the gear stashed behind him.
