Self-proclaimed "city heroes" who pick fights with non-human races on United Cities streets. High Strength, single-digit Toughness, dreadful gear — for a human squad, they are the safest early income in the game.
Got some foreigners setting up shop in our desert, eh? — Hero Boss picking a fight
The United Heroes League is a faction of self-proclaimed "city heroes" operating around United Cities territory. Made up entirely of Greenlanders, the Wiki characterises them without hedging: hostile vigilantes of the United Cities, opposed to foreigners and nonhuman races.
The people they hate are outsiders and non-humans — but not foreign humans. That distinction matters. What they oppose is not "outsiders" but "anyone who is not a Greenlander".
What they shout
The Wiki lists their accusations against foreign races:
- rape
- stealing their jobs
- making slaves
- sexually harassing and assaulting women
- damaging farms, technology, businesses
These lines get repeated on United Cities streets. The irony is that the United Cities is the largest slave economy in the game — those three slave camps in The Great Desert are imperial assets. They accuse outsiders of doing exactly what the regime they defend actually does.
Where you run into them
Town patrols: Bark, Heft, Heng, Sho-Battai, Stoat. Under changed world states they also patrol the overridden versions of those towns and Blister Hill.
Wilderness patrols: they sometimes leave the walls to roam Heng and The Great Desert.
Guaranteed spawn: a squad always appears in Sho-Battai, at either of the bars or the food stores.
Headquarters: Fort Mirage in The Great Desert, the seat of Lord Mirage, home to almost ten City Heroes.
What happens when you meet them
It depends on what your squad looks like.
With non-human members: patrols will follow and harass your non-human characters. If they are still following when you leave the city with them, they may attack. This is the first real trouble many Hive or Shek starts run into inside imperial cities.
At your own base: if you decline or ignore the Traders Guild taxman, United Heroes — the outpost-raiding version of this faction — come knocking:

How weak they are
This is the most practically useful section of the article.
The City Hero stat spread is grotesquely lopsided:

Normal Strength, but Toughness and Dexterity in the single digits to low teens. They can swing a weapon, but two hits put them down, and they do not get back up.
Hero Bosses and Lord Mirage carry a Nodachi, wear [Shoddy] armour with a 40% chance of [Standard], and their weapons are manufactured by Unknown — the bottom tier available.
A squad is 1 Hero Boss plus a few City Heroes (in the wilderness, one boss leading 3–7).
Why they are the best early income
The Wiki essentially writes this up as a strategy:
- Their NPC class is set to OT_BANDIT. That means attacking them inside a town is not a crime, and the guards will come to your defence.
- The Sho-Battai squad is a guaranteed spawn and can easily be lured over to the guards before you engage.
- The boss's Nodachi and the whole squad's armour can be sold in any town for easy cash without fear of getting into trouble.
Put together: a human squad can legally beat down an entire patrol inside the empire's own walls, with the empire's own guards helping, and sell the gear on the spot. For a squad that has just landed with no money, this is the single most reliable startup capital route in the game.

Fandom categorises this faction under both the Traders Guild and the United Cities. That dual listing describes their position exactly: nominally a spontaneous citizens' group, in practice part of imperial street order, and simultaneously a disposable force the Guild can buy.
Fort Mirage
- There is no valuable loot here. The Wiki says so outright.
- City Heroes attack on entry, and fighting them makes the whole United Heroes League hostile toward the player.
- Manned Mounted Crossbow Turrets sit on the roof. If you are already hostile to them, approach with care.
As for Lord Mirage himself, the Wiki cannot say: it is unknown whether he is a minor UC noble who started his own militia, or simply a common thug who took up the title of "Lord".
