A four-building Nomad village in Dreg — three houses and one animal shop. It is the most convenient place in the game to buy Bonedogs, Bulls, Garrus and Goats, and the home of the unique goat Cornelius, who can be had at half price if you ask the right person first.
The Settled Nomad Village is a small village in Dreg, south of Raptor Island, controlled by the Nomads.
Its scale fits in one sentence: four buildings — three residential, one Nomad Animal Shop. No bar, no smith, no walls. None of the buildings can be bought by the player faction.
The contradiction in the name
"Settled Nomads" reads like a joke, but it is really this faction's situation in the game.
The Nomads are human wanderers and herders, neutral and content to mind their animals. They own camps all over the continent — free for the player to use, usually with shelter from the rain, a campfire and a camp bed. This village is one of the very few places where they actually stopped and built houses.
Dreg suits that. The soil is dead; prospecting returns one word. The iron underground is the rusted-through remains of ancient megastructures. The Holy Nation border is right there, Hivers keep shops here, and the last few Deadcat fishing families live behind locked village gates. The Nomads did not stop here because it is good. They stopped because everywhere else is worse.
What is here
The village's entire function is the Nomad Animal Shop, run by a Nomad Animal Trader, selling livestock:

Cornelius
What this village is actually known for is Cornelius, a unique recruitable goat.
The Nomad Animal Trader asks 15,000 Cats for him. But there is a nice piece of design here: find his owner, the Goat Man, in a nearby Hideout building and talk to him first, and the price is halved.
Aye, seems to have taken a liking to ya. He's a clever fella, deserves to go out into the world, spread his wings, not stay couped up in an old town like this. Wanna buy him? I'll sell him to ya for a special price. — Goat Man
Cornelius has slightly better base stats than an average goat, but takes almost twice as long to mature to Elder. Otherwise, he is just a goat.
What it means for the player
The Settled Nomad Village is a simple supply node: it is the only place in the west where you can buy a pack animal without dealing with any government at all.
For a squad running goods south, a Garru with a Garru Backpack solves the whole carrying-capacity problem in one purchase. For anyone just passing through, it is also one of the few spots in Dreg where nobody will attack you.
