A bar-and-fence run by the Trade Ninjas, selling far more than drink. It buys almost anything of dubious origin, with one exception — goods stolen from the bar itself.
Black Market Bar is a small shop belonging to the Trade Ninjas. The name says bar, but drink is a small part of the shelf. It also sells weapons, crossbows, construction materials, blueprints, and it carries wanted posters.
For most squads its real function is as a fence.
Where it opens
In the default world state the Black Market Bar appears in two places, both in the Border Zone:

Three more towns gain one under specific world states, the condition being that the Trade Ninjas have taken the place over: Heft, Heng and Stoat. All three are marked as overrides in the game data, meaning the bar replaces the shop that would otherwise spawn rather than being added alongside it.
Each bar has one Barman plus two to four Ninja Guards. Kill the Barman and the shop is gone, which matters most at Rebel Base, where there is nothing else.
The fencing rule
The Black Market Bar buys stolen goods of all kinds. That is what it is for. There is one exception, and it is the one players actually run into: it will not buy anything stolen from the bar itself.
You can rob a town and sell the results here. You cannot lift this shop's own stock and sell it back over the same counter.
What it actually stocks
The goods fall into three blocks.
The melee weapons are all blades and polearms, in line with the Trade Ninjas' theme: Combat Cleaver, Guardless Katana, Holed Sabre, Horse Chopper, Iron Club, Jitte, Katana, Naginata, Naginata Katana, Nodachi, Ninja Blade, Plank, Ringed Sabre, Staff, Wakizashi. The whole row sits at Rare, with only the Falling Sun at Very Rare.
There are just four crossbows, spread widely by chance:

The general goods column is the useful part. Building Materials, Iron Plates, Copper, Leather, Fuel and Tools all sit between Common and Rare, and food and water are covered. The items worth a detour are the expensive ones: Chainmail Sheets (average around 2,527, Rare), Generator Core (around 2,755, Very Rare), Bloodrum (around 1,328, Very Rare), and the two skeleton consumables.
Blueprints and wanted posters
The blueprint column leans toward weapon manufacture: Wakizashis, Ringed Sabres, Katanas, Nodachi, Naginatas, Sabres and The Plank, plus Advanced Outpost, Advanced Harpoonery and two furniture sets. For a squad that wants its own blade production line, this is one of the few counters where the set can be bought in one visit.
The wanted posters name Bugmaster, Dust King, Ells, The Canyonlands Killer, The Preacher, The Red Bandit, Tinfist, Giant King Gurgler and The Voodoo Brothers. The posters pay nothing by themselves, but they tell you these targets exist and what they are worth, which is direct information for a squad still learning the map.
What it means for the player
The Black Market Bar earns its keep in the early and mid game. It is open day and night, holds up to 70 items, restocks every 24 hours, and both Rebel Base and The Hub sit on routes new squads already walk. A group living off looted corpses and theft can turn stolen goods into cash and cash into building materials and crossbows in one stop, with no questions about provenance.
The cost is that the guards are thin. Ninja Guards can see off stray Dust Bandits. They cannot see off a raid party, and once the shop falls it does not come back.
