Ark is the headquarters of the Reavers and the home of their leader Valamon. It sits slightly north of the centre of Stobe's Garden.
The layout
Ark's floor plan is the organisation's manual. Four zones, outside in.

Cages next to a training yard is not an accident. The Reavers take captives not to sell them but to enlist them — prisoners go into forced conscription and are sent to the fray to prove their worth or perish. The line starts at a cage and ends at a Reaver Ironclad.
Who is here
Valamon is a Shek, called "king" by his followers, carrying a Meitou-grade Longsword, with 40 strength and 80 combat, and Specialist grade equipment. The United Cities bounty on him is 50,000 Cats, for robbery, murder, kidnapping and the indoctrination of imperial patrols and travelling citizens.
Outside Ark, the squad you meet most often in Stobe's Garden is a Reaver Patrol — 1 Reaver Ironclad, 4 to 7 Reaver Blooded, and 1 to 6 Reaver Slaves.
After Valamon falls
Ownership of Ark is tied almost entirely to Valamon.

"The throne room is replaced by a canteen" is probably the harshest thing the game ever says about a revolutionary.
Removing Valamon has one more consequence — the Blooded Raid event stops triggering, which is to say the Reavers stop coming for the player's outpost.
Trivia
Ark is named after the modder Arkhiel, who made several of the hairstyles that were later added into the base game.
