Leader of Mongrel and a legendary master of the sabre; beyond his swordsmanship the game reveals almost nothing about him.

Arc is the leader of Mongrel, a legendary swordsman known for his work with the sabre. He is permanently stationed in the town's Faction HQ and carries diplomatic status — which means raising a hand against him is not merely a brawl but a diplomatic incident.

The lord of the fog

Mongrel belongs to no nation. It is a foothold a group of ninjas carved out in the deepest part of the Fog Islands. Their reason for choosing the spot is straightforward: the thick fog and the Fogmen themselves make the hardest wall any outside enemy could be asked to cross. As for how the town was built, the game hides the answer in Mission Graeme: Status and the Marill's Diary book series; of who these people were before that, or where they came from, there is no record at all.

The blank around Arc himself is even more extreme. Beyond "he is very good with a sabre", the wiki offers nothing on his past or on how he came to hold this position. Even his reputation is established side-on — the item description for the Ringed Sabre names him directly, calling it a heavy-striking blade favoured by many legendary swordsmen, Arc among them.

Shek warriors are rather less generous on the subject:

Rubbish! All this talk of Arc and his sabre... pfeh. The Stone Golem would crush him like a bug.

By the standards of a major town leader this is a solidly hard set of numbers, but it still falls well short of the tier occupied by Esata or the Bugmaster. He permanently carries a Ringed Sabre, and his armour is split evenly between Specialist and Masterwork grade: a Karuta Zukin on his head, dyed armoured rags on his body, and a blackened chain shirt.

TipThe only thing he carries is a single Basic First Aid Kit (76 Cats). The genuinely valuable item is that Edgewalkers-made Ringed Sabre, which falls between 22,787 Cats and 24,853 Cats depending on the model.

Is he worth attacking

Almost entirely not. Arc's bounty is 0 Cats, and only the Holy Nation will accept it — turning him in buys +2 reputation and not a single cat. More importantly, he is not tied to any world state: killing or capturing him will not change who holds Mongrel and will not trigger any storyline. It will only comprehensively destroy your relationship with the town, and Mongrel is the only place in the Fog Islands where you can resupply, repair gear and recruit.

A misunderstanding created by one mechanic

Arc is billed as a master of the sabre, yet opening his skill table reveals that katanas, hackers, heavy weapons, blunt weapons and polearms all sit in the same 75–85 band. This is not an in-fiction "master of all weapons" but a by-product of how the game editor (FCS) assigns numbers — the designers gave him one generic set of melee values rather than a bonus specific to sabres.

NoteA name collision: this article is about Arc, the leader of Mongrel. The Reavers' headquarters is called Ark, spelled differently, and is an entirely separate thing.
