A Hive Worker Drone who loves walls so much he wants to build them for you. Five thousand cats, a Maniacal personality and not one piece of armour — but 60 Engineer, which makes him a ready-made builder in the early game.
You look like someone who can appreciate a good wall.
Wall Man is a randomly named Unique Recruit and a Hive Worker Drone. The wiki's description is disarmingly plain: this guy absolutely loves walls and wants to build them for you. He hires for 5,000 Cats.
You are not buying a fighter
Look at the numbers:

In other words he is a builder you do not have to train. When you start raising your own outpost, a character with 60 Engineer saves an enormous amount of grinding. His combat numbers are effectively zero and he wears no armour at all — taking him into a fight is taking him to his death.
Where to meet him
His spawn list is one of the broadest of any unique recruit: any town controlled by the United Cities, plus Eyesocket, Shark, the Slave Markets, Waystations, World's End, the Smugglers Bar, Black Scratch and Flats Lagoon.
Because his name is randomised, though, you cannot pick him out of a bar crowd — you have to talk to people one by one.
His one and only unique line
Aside from the recruitment conversation, Wall Man has exactly one "unique" beat in the game: clapping at the end of Bard's song about Harmothoe. And even that is shared with many other recruits.
Which leaves his recruitment line and that Engineer stat as the only things that are really his.
