The Skeleton Legion's turret gunners on Barrier Tower and Sniper Tower. Perception, Crossbows and Precision Shooting all sit above 100, making them the most accurate shooters in the game. Their melee and dodge are close to nothing.
Upgraded Watchbots are the gunners of the Skeleton Legion. There are only two places in the game where you will meet them, Barrier Tower and Sniper Tower, and the job is the same at both: stand on the roof and work a Harpoon Turret MkII.
Their purpose is narrow. They exist to stop the player walking into the Ashlands by either of those two routes.
Why the skills go over 100
Fandom notes in passing that their Crossbows, Perception and Precision Shooting exceed level 100 because of racial experience multipliers. That claim can be checked directly.
The Upgraded Watchbot's subrace is Skeleton Log-Head MkII, which gains experience 20% faster in Crossbows, Perception, Precision Shooting and Robotics, and 20% slower in Dexterity and Dodge. The FCS base for those three skills is 85–95. Multiplied by 1.2 that comes to exactly 102–114, which is the figure the stat table shows.

Stat randomisation is only 5, so there is almost no variation between individuals. Every one you meet shoots as well as the last.
What it means for the player
The stat table writes the tactics for you: do not trade shots with them in the open.
Perception above 100 means they see far and hit what they see, and with Harpoon Turret MkII damage behind it, a mid-game squad crossing their range loses people. But Dexterity is 0–10, Dodge is on the floor, and melee skills stop at 40–50. Once someone is at the foot of the tower they are down to a Longsword, and they swing it slowly.
So the standard answer is to close the distance, or to not use that route at all. The Barrier Tower side can be skirted at the cost of swimming through acid. At Sniper Tower every gun faces north, which leaves more room to go around.
Equipment and drops
The armour is Armoured Rags and an Armoured Rag Skirt, High grade with a 20% chance of Specialist. That looks threadbare, but it is a subrace restriction rather than a choice: a Log-Head MkII has only two equipment slots, body and legwear. It cannot wear headgear, shirts or footwear at all.
The valuable drop is the Eagle's Cross, carried by about half of them, and their ranged weapons can come out at masterwork quality. They also carry a Skeleton Repair Kit, which is useful supply for a skeleton squad.
What the chassis is
Skeleton Log-Head MkII is an MkII-type body with a Soldierbot head. The wiki describes it as a simpler and flimsier design and suggests it was built as a cheaper alternative to the Soldierbot. The race is immune to all weather effects, which explains how these gunners hold a rooftop on the edge of The Pits and the Sonorous Dark indefinitely without relief.
One more line is worth keeping: every Log-Head belongs to a faction descended from the Second Empire, and the Skeleton Legion is one of them. The gunners on Barrier Tower are not guards somebody posted recently. They are old imperial equipment still carrying out an old order.
