Home of the Black Dragon Ninjas, wedged into the north-east corner of the Border Zone. It holds two leaders worth 20,000 Cats each, one of them carrying a Meitou Ninja Blade — the richest and most underrated target in the starter region.

The Tower Of Ninjas is the home of the Black Dragon Ninjas, in the north-east of the Border Zone. It can be marked on your map by reading a Tech Hunters Map.
The Black Dragon Ninjas run protection rackets, pillaging any outpost that does not pay. This tower is where the money comes home to.
Walking in means war
The moment you enter the tower, the entire Black Dragon Ninja faction turns hostile and attacks. There is no negotiation and no neutral option.
Their hostility is not reserved for the player, though. They will also attack passing squads such as the Dust Bandits — which opens up a very practical tactic: lead a bandit group into the tower's area, let the two sides fight, and mop up afterwards.
The layout is almost identical to a Shinobi Thieves tower, with one difference: four crossbow turrets on the roof, manned by Black Dragon Genin. At least ten more Genin are inside.

The two appear side by side on a Holy Nation wanted poster as "The Black Dragon Duo", charged with multiple counts of murder, robbery, assault, arson and kidnap, at 20,000 Cats per head.
What is here
The artifacts system allots this tower 15,000 Cats in gear and 5,000 Cats in items, with these guaranteed:

But the tower's real value is not in a container — it is in Dimak's hands. There is exactly one Meitou-grade Ninja Blade in the world, and she is carrying it.
What it means for the player
The Tower Of Ninjas has an absurd return on investment for a starter-region target:
- 40,000 Cats in bounties between the two heads
- One Meitou Ninja Blade
- Four roof turrets and at least ten Genin
The catch is that none of these people are filler. Before storming it, make sure you can absorb a dozen Genin plus two leaders — or soften them up with a bandit group first.
