Finding it
Besides walking near it, reading a Tech Hunters Map will mark it on the player's map. That item's description reads "a map from a Tech Hunter scout, detailing a possible location to find Ancient Science Books" — it reveals a single location chosen at random from eleven candidates, and the Tower of Goats comes up 7.14% of the time.
In other words, you almost certainly did not buy that map for the Tower of Goats. It drew you.

Two books, and those two books are the whole reason this place exists.

The Half-Eaten Ancient Science Book is technically a special kind of Damaged Book, and its item description does not pretend otherwise — "an ancient book of science that has been chewed up and half eaten by some kind of animal. It's pretty useless now." It unlocks no research. You can sell it.
About the goats
Wild goats elsewhere are neutral herbivores, but the goats in the Tower of Goats are aggressive by default and will come at you. Their stats are low, yet they are considerably tougher in melee than those stats suggest — a new character who mistakes them for an easy meal usually pays for it.
The good news is that they drop Raw Meat and Animal Skin, and there is a towerful of them. For an early squad this is one of the rare places where the enemy is also the supply run.
Why the player cares
The Tower of Goats does not matter much to progression — one usable science book per visit. Its real value is different. This is one of the very few places in Kenshi that will make you laugh. The whole world is a lecture on how civilisation ends, and in one tower in Sinkuun, the way it ended was goats.
