The man standing outside the Thieves Tower. Pay him 10,000 Cats and you are in — which buys beds, training gear, a half-price fence and a plastic surgeon in eight towers across the continent.
So, you want in on the Shinobi, eh? The guards try to lay the crackdown but they ain't fooling nobody, they're nothing. Nothing a few Cats can't handle.
A Thief Boss is the character in charge of the local Shinobi Thieves Thieves Guild tower. He is usually stationed outside the tower, and you must talk to him to join the Thieves.
Ten thousand, once
The fee is 10,000 Cats, paid once, and no job or quest is required — gather the cats, find the man, finish the conversation.
What it buys is a whole support network:

Towers stand in Admag, Clownsteady, Catun, Heft, Heng, Mongrel, The Hub and Sho-Battai. The wiki also notes that per the FCS, a thieves guild tower is set to spawn in every United Cities town.
The man himself
"Thief Boss" is a role, not a person; every tower has one. Race can be Greenlander, Scorchlander or Hive (Prince, Worker or Soldier Drone), with a 50% female chance — which mirrors the Shinobi Thieves as a whole, mostly Scorchlanders with a significant proportion of Hivers.
His combat stats are 50 (randomised by 10). He carries a Catun Scrapmaster Wakizashi and wears Assassin's Rags, a Ninja Mask, a Dark Leather Shirt and Ninja Pants at Shoddy grade (15% upgrade chance).
One trap to avoid
The wiki records a rare bug: if you raise your relations with the Shinobi Thieves to allied before joining, you can never join afterwards, even with the dialogue completed. The tell is simple — if the 10,000 Cats is not deducted at the end of the conversation, you have hit the bug.
