The only non-Skeleton in town
Black Desert City is a Skeleton town in the middle of the Deadlands, populated entirely by Skeleton Civilians and Skeleton Residents. The wiki calls it out specifically: Razor is the only non-Skeleton character inside the entire town.
There is a logic to that. The Deadlands get Acid Rain, which is dangerous to anyone who is not a Hiver or a Skeleton — and since the town has no police station, being knocked out in a fight means being carried outside and left in that rain. Razor is a Hiver, so the rain does nothing to him. For a man wanted by the United Cities, that makes this one of the few places that is both far away and safe.

Wanted for victimization of an esteemed member of the United Cities. Let it be known that no enemies of the nobility will escape punishment from Tengu's Vault.
The poster never says what he did, or to whom — only "an esteemed member".
Before you swing
Razor's combat stats are 35, which is modest for a unique character, and his kit is a Catun Scrapmaster Longsword and a pair of worn-out shorts. The problem is not him, it is the neighbours: the wiki flatly advises against fighting the locals of Black Desert City.
Collecting means getting him out of town, or making sure the fight does not pull the whole city in. The bounty is cashed at a United Cities police station.
