A slave of the Holy Nation, usually working one of the Holy Mine sites. Orange robes are how you spot them, they can be recruited once freed, and they carry a colour scheme you can use to dye equipment orange.
Lower Servants are slaves within The Holy Nation, usually working one of the many Holy Mine sites. The wiki reads them as criminals, Starving Bandits and the like, enslaved for repentance and prison labour.
Two groups work them. One is the Slavers the Holy Nation hires; the other is the Holy Nation soldiers stationed at the mines, Sentinels and Paladins. Their manner is very different. The Slavers mostly hurl insults, while the soldiers prefer to remind the servants of the virtues of serving Okran.
How to spot one
Orange robes. Nobody else at a mine is dressed like that.
Recruiting them
They can be recruited once freed. A Lower Servant will follow the player for some time before starting a conversation, and the dialogue choices there decide whether you part ways or let them join the squad.
For a while after joining they still carry the "Slave of" Holy Nation tag and a "Looks Like Slave" percentage. Giving them proper armour and clothing helps protect them until both tags eventually go away.
One side use
A Lower Servant has a colour scheme attached, and it is attached to the character rather than to the faction. Once they are in the party, placing a piece of equipment on them turns that piece orange.
