The tower in the Floodlands that leans but never falls. Nothing hostile spawns inside, yet it holds Skeleton parts, four Ancient Science Books and a full ninja kit — the real problem is the Iron Spiders outside, which shoot at everything.
The Leaning Tower is a ruin in the Floodlands. The name is the whole description — it is a tower that leans. The faction that owns it is called "Floodland Ruins", which in practice means nobody at all.
Where it is
The Floodlands is where the First Empire left its Skeleton production lines sitting in standing water — machines building machines building machines, until there was no longer enough to feed the appetite. What remains is permanent drizzle, a few half-sunken towers and a population of old machines still on duty. The Leaning Tower is the best known of those towers.
Danger
The problem is outside. The surrounding Floodlands are full of Iron Spiders, which are hostile to everything and move in groups. Before you plan to empty the tower, plan how you will shake off or survive the spiders on the way there.
Loot
The contents come in two layers. The first is the guaranteed artifact spawn:

The tower's artifact values are Gear 10,000 Cats and Item 10,000 Cats, so beyond the two entries above it will also roll a batch of random weapons and armour.

Equipment follows the same ordering. Weapons have an equal chance of being made by Ancient or Skeleton Smiths, and a lower chance of Catun Scrapmaster.

What it means for the player
The Leaning Tower has the best effort-to-reward ratio in the Floodlands: no guards, no locks, no traps, and four Ancient Science Books lying inside. For a squad that has just started on tech research, those four books are worth more than the risk on the road.
The equipment list is worth a second look — Ninja Blade, Wakizashi, Katana, Nodachi, Swamp Ninja Mask. That is not what an Empire ruin drops. It looks more like somebody lived here for a while and then left.
