The Second Empire's chief of agricultural policy, now a Skeleton still standing guard inside Ashland Dome I; his CPU records that he blamed the empire's famine on himself.
The Head of Agriculture is one of the members of the Second Empire, a P4MkII model Skeleton. He remains to this day inside Ashland Dome I in the Ashlands, surrounded by large numbers of Legion Thralls.
The bureaucrat in the dome
Ashland Dome I is a multi-level giant dome structure with two entrances and a spiral staircase running up through the centre. It sits south-east of Skinhouse HQ, and reading the Map of the Ashlands or an Old Treasure Map will mark it out.
The Legion Thralls standing guard inside are headless Skeletons — the product of the Second Empire decapitating and reworking its own Skeletons — and these things are still patrolling the Ashlands to this day. The Head of Agriculture differs from them: he still has his head, and he still has his own CPU.
He is not a general. He is not a chief of police. What he managed was food.
One line of self-reproach
What genuinely makes this character memorable is the description on the unique CPU he carries:
Damaged CPU of the Head of Agriculture He could not possibly have foreseen everything that followed, but he always blamed that famine, and the collapse of the empire that came with it, on himself.
These few lines are close to the most direct interior view in the entire narrative of the Second Empire's fall. They say nothing about what caused the famine. They say only one thing: the man responsible for food put the account in his own name, and kept it there for a thousand years.

He wears Specialist grade armour (5% chance of Masterwork), and his weapon was made by "Cross" — that is, Meitou grade. The Meitou Short-Cleaver in his hand is worth roughly 31,478 Cats, one of only a handful in the entire game.
Ashland Dome I is itself the richest single point in the region: a guaranteed drop of 3 engineering research items and 3 AI Cores, with equipment-class artefacts running as high as 9,000,000 Cats in value.
