The bulk of the Skeleton Legion, all of them headless thralls — most likely victims of the mad Emperor's mass-thrallings. They patrol the Ashlands, and their patrols grow larger after Cat-Lon dies.
Legion Thralls are the main force of the Skeleton Legion. They patrol the Ashlands and garrison Ashland Dome I.
Who they are
The Skeleton Legion traces back to the Second Empire and is presumably what is left of its skeletal military. Most of the Legion consists of thralls — units whose heads have been removed.
The wiki's reading: these are likely victims of Cat-Lon's crazed mass-thrallings.
That splits the Legion into two layers. Scouts and Legionnaires are not enthralled; Legion Thralls are, and they are numerous enough to make up the bulk of the force.
A detail nobody explains
A Legion Thrall has no head, yet it carries an Old CPU Unit in its inventory.
The wiki lays both readings side by side: either Skeleton CPU units are not stored in the head (at least not for this model), or it is simply a developer oversight. The game does not settle it.
What they mean for the player
Legion Thralls have strength 40, combat stats 45 and unarmed 10. They swing blunt weapons and cleavers — Combat Cleaver, Mercenary Club, Iron Club, Spiked Club — from Ancient and Skeleton Smiths manufacture at Standard grade (15% upgrade chance), over a Dyed Rag Shirt and Ancient Samurai Armour. They carry a colour scheme, so their gear is dyed.
The problem is not the individual, it is the count. They are among the most common things in the Ashlands, and they come in numbers.
And that number changes: if the player defeats and kills Cat-Lon, the army apparently goes berserk — Legion patrols increase in size after his death.
Their relationship with the exiled Emperor
This is the most interesting part of the Skeleton Legion's setup.
The Legion works with the remnants of the Second Empire, and its thralls guard the Head of Agriculture in Ashland Dome I. Their emperor is now in exile, and the Legion has no especial love or hatred for him.
The wiki's suggestion: it is possible the Legion is the thing enforcing that exile — to stop him from enthralling all of the Second Empire's remnants.
If that reading holds, the Legion Thralls' position gets worse still: a crowd of his own victims, keeping him shut outside on everyone's behalf.
