The one character in the game who will change your face, and the service is free — once you have joined the Shinobi Thieves. Usually inside the Thieves Guild tower, occasionally standing outside it.
The Guild Plastic Surgeon is the character who reopens the appearance editor after the game has started. Talk to one and you can rebuild a character's face and body — for free, and as often as you like.
The catch is membership: the service only unlocks once you have joined the Shinobi Thieves by paying the Thief Boss. Before that the surgeon is just another person standing in the tower.
They are usually inside the Thieves Guild watchtower, but they occasionally stand outside it, which is worth knowing if you walk into a tower and cannot find one.
Gear is the guild standard: a Ninja Blade by Ancient, Ninja Gi, Ninja Mask and Ninja Pants at [Shoddy] grade with a 15% chance of [Standard].
