One of four ancient watchtowers that have collapsed onto the ground. The game files describe it with the line "Enjoy the loot" — in practice the tower cannot be entered and there is nothing to pick up anywhere near it. It is scenery.
A Fallen Tower is an ancient watchtower that has fallen into disrepair and toppled over. It belongs to no faction, it lies on its side, and it has no door, no floors and no containers.
The game data attaches one line of description to this kind of place:
Interior of a fallen tower. Enjoy the loot.
That line is the only reason anyone would walk over to look, and it is a lie. There is nothing lootable here, and the tower is not accessible. Its purpose is to make the wasteland look like it used to be inhabited.

The other easy mix-up is the Old Empire Watchtower on the Leviathan Coast. That one is a genuinely useful stop with loot that respawns every 24 hours. The Fallen Tower has nothing at all.
The one in Arach
Arach is the Bugmaster's ground: a crater under red rain, with the Throne of the Bugmaster at its centre and packs of Skin Spiders and Blood Spiders working the crater floor. The Fallen Tower lies out in the middle of that.
Which makes it one of the least worthwhile detours on the continent: the risk is real and the reward is zero. If you are going into Arach at all, the target is the chest at the Throne of the Bugmaster, not this tower.
What it means for the player
The Fallen Tower's only function is as a landmark: seeing it tells you which region you are standing in. Beyond that it is one of the few places in Kenshi that does not participate in the game at all — no enemies, no containers, no town override, no quest.
