A deserted little town south of Brink. The map says it belongs to the United Cities; on the ground there is not a single guard. Keep Tinfist alive while Longen and Tengu fall, and the Anti-Slavers move in and rename it the Free City.
Free Settlement is a small deserted town south of Brink. On paper it belongs to the United Cities, but there are no residents and no roaming guards — only a handful of ruined buildings with Building Materials, Iron Plates, Fuel and a scattering of less useful junk still lying in them.
Where it is
Free Settlement sits in Stobe's Gamble, a southern badland of volcanic rock, acid lakes and landbat swarms. The same zone holds Spring, capital of the Anti-Slavers — the only power on the continent that writes "abolition" on its front door. That neighbourhood turns out to matter.
As for why the town is a ruin, the game never says. The English wiki offers only a guess: given where it was built, the most likely causes are the hostile fauna of the region or the Anti-Slavers operating in it.
What is here
In its default state the place is a pile of empty houses — no shops, no people. The commercial functions only switch on once the world state flips, and then you get:

- Power Station

Vendors and stock
Once it becomes the Free City, only two shops actually trade here — and what they sell fits the "people passing through" role exactly.
The character roster is just as thin: one Anti-Slaver Gate Guard, one Adventurer Gate Guard, four Anti-Slaver Recruits, plus one each of generators, hydroponics, mechanical shop, Super Adventure Shop and bar.
World state: the Free City
If Tinfist is alive and free while Longen and Emperor Tengu are both dead or imprisoned, the ruin is taken over by the Anti-Slavers and renamed the Free City.
Details worth remembering:
- The takeover is permanent. Even if Tinfist is subsequently imprisoned or killed, the Free City stays in Anti-Slaver hands.
- The icon says town; the content does not. The map marker switches to a Town icon, but the population and shop count are closer to a Waystation.
- The generators are for show. There are no working power generators here, so Hydroponics and Power Stations produce nothing unless the player deliberately installs some.
- A lot of the houses are simply empty. A significant portion of the buildings has nothing inside at all.
This override's trigger condition overlaps exactly with the Anti-Slaver takeover of Trader's Edge. The reasonable inference is that this is the first stepping stone in an Anti-Slaver push out into the desert.
Why the player cares
Before the flip, this is a clean scavenging run. No guards means no bounty — the building materials, iron plates and fuel you carry off are free supply for a squad putting up an outpost.
After the flip, it becomes one of the few places in the south to restock rations, sleeping bags and first aid kits, and a buffer stop within reach of Spring.
The real drawback is that line about no working generators. Anyone planning to move in should do the maths first: the Watchtower alone costs 112,000 Cats, and after buying it you still have to build your own power from scratch before any of the powered facilities do anything.
