Where to meet her
Mainly in Flotsam Village, and in any location the Flotsam Ninjas control.
Flotsam Village sits in the Hidden Forest and its population is overwhelmingly refugees and deserters who fled the Holy Nation. Her recruitment line is not literary flourish — it is a description of the place.
Is she worth it?
She arrives carrying a Katana, in Shoddy-grade armour (5% chance of Standard). Her personality is drawn from Honorable, Traitorous, Smart, Dumb or Brave, and once recruited she runs the "Player flotsam" dialogue package.
For a squad that has just reached Flotsam Village, her role is simple: aside from the unique recruits here — Pia, Digna, Knife and Reva — she is the cheapest way to add hands.
