A United Cities citizen kidnapped for ransom because he happened to be dressed too well, and then forgotten in a cell in the Dust King Tower when nobody paid.
Cat is a recruitable unique character, somewhat unhinged, but a decent medic. His present circumstances are these: he is locked in a cell in the Dust King's tower, and he has been there a long time.
A kidnapping nobody paid for
Cat was an ordinary citizen of the United Cities. On the day in question he was dressed unusually well, because he was on his way to a date — and the good clothes were his undoing. He ran into the Dust Bandits on the road, they judged him by his outfit, decided they had caught someone important, and carried him off to ransom.
The trouble is that the ransom never came. He is no noble and no wealthy merchant; the noble circles of the United Cities have never heard of him. So the kidnapping simply petered out: the bandits would not release him and could not be bothered to do anything else with him, so they dumped him in a cell at the top of the tower, where he has sat for who knows how long.
This is how he introduces himself:
Oh, hey, a new guy! …Wanna chat? I get so excited when I get visitors to talk to. Not much to do in here, see. Sometimes I like to count flies. I call this one Chubbs, because she's a bit overweight. She's the only friend I have in here.
How to get him out
Cat is held in the cell block on the third floor of the Dust King Tower, up on the cliffs above the river valley in the Border Zone. The tower itself is not a soft target: level three walls, a single gate, five fixed harpoon turrets mounted on the parapet, and a garrison of twenty or more Dust Bandits plus several Dust Bandit bosses.
Freeing him costs nothing in itself — fight in, pick the lock, talk to him, done. The difficulty is entirely in the fighting in.
What he can do
Cat's combat statistics are a blank sheet — every weapon and melee skill sits around 0, and even his Toughness is negative. He has exactly one virtue: Field Medic 37–43 and Science 20.
Early in the game, a medic who can reliably get downed squadmates back on their feet is desperately scarce, and Cat costs nothing at all. He carries no weapon either, which makes him a natural fit at the back of the squad, dedicated to dragging bodies and applying bandages. As for long-term development, his Athletics of 8–16 is a good deal better than his combat numbers — he can at least keep up on the march.

He is carrying five loaves of bread (488 Cats each), which for an early squad is a non-trivial amount of supply in itself.
